Proposal to Update the City of Redwood City Emergency Operation.~ Plan

Attribute
Completeness

Integrity

Reproducibility

Transparency

Documented

Defensible

Risk-based

Evidence

Provides reasonably complete results via a systematic and rigorous
process

Is based on classical risk analysis and security vulnerability analysis
theory

Provides results that are reproducible by equivalently experienced
personnel

Easily understandable to others as to how it was accomplished, the
assumptions used, and the basis for risk decisions

Provides clear and complete documentation on methodology and
products from its use

Is thorough and professional; addresses relevant concerns of
government regulations, employees, and the public

Uses a risk-based approach to allow for the proper evaluation of both
the likelihood and consequences of threats, and focuses on the most
important risks

At the EOP Update project kick-off meeting, an Integrated Project Team (IPT) will be created,
consisting of representatives from the Fire Department and the Aanko Team, and led by the Fire
Department Project Director and Aanko Project Manager. The IPT will coordinate future
activities, review progress, and track budget items. Any deviations from the scope of work or
recommendations for additional work or alternative approaches to the work will be discussed in
this meeting. The IPT will meet periodically throughout the entire project outlining our progress
on the scope of work.

The IPT approach will efficiently coordinate all project members in confonning to the project
tasks, Approach to the Work, and applicable project perfonnance quality standards. The Project
Manager, who will conduct quality inspection of all consultant work-in-progress, task phase
completion, and closeout actions upon final acceptance of project reports, will verify this, in
coordination with the Project Director.

Throughout the project, the Team will work with key City technical, managerial, and
administrative personnel through the IPT to review the City's needs and expectations. We will
focus on the facilities; operational processes, policies and procedures; and management and
employee perspectives. This methodology ensures the development of realistic, practical and
hazard-specific plans, driven by the goals and objectives ofthe City. We will emphasize project
planning with the critical involvement of departments throughout the plan development process.
Our intent is to foster an open dialogue to communicate issues and discuss suggestions for
ongoing process improvements throughout the project.

9

Aanko Technologies Inc. www.aanko.com
