Proposal to Update the City of Redwood City Emergency Operations Plan

Scope of Work

The Aanko team employs a systems approach to EOP development, which means we work to
improve the perfonnance of the entire system, rather than simply optimizing individual system
components. Our project strategy therefore, builds upon and compliments the updated San
Mateo County EOP to mirror its processes and concepts as identified under the California SEMS
and Federal NIMS.

Task 1 - Project Initiation

Task 1a Kick-off Meeting and Data Collection.

The Team will hold a kick-off meeting with Fire Department representatives to review project
goals and objectives, detennine the appropriate level of detail for emergency response activities
to meet City objectives, discuss City-wide safety & security concerns, and finalize the project
schedule.

At the meeting we will assemble data pertinent to the project, including City and Jurisdictional
maps and economic data. The Project Director's familiarity with the City will enable us to
identify and obtain the relevant infonnation in a timely and cost-effective manner.

Upon receiving Notice to Proceed, the Project Manager, Steve Longoria, and selected team
members will meet with the Project Director and fire department officials to further coordinate
the EOP update and begin infonnation-sharing activities. At this meeting the Team would like to
obtain copies of the following infonnation or documents:

1) Background infonnation on the existing updates to the original EOP
2) Copies of existing ordinances affecting the EOP
3) Existing EOP infonnation
4) Any safety, security or HAZMA T self assessment
5) Area Contingency Planes)
6) Any Memorandums of Agreement and/or Mutual Aid or Support Agreements with
commercial or public safety entities (fire, police, emergency response, etc.)
7) Spill Prevention or Hazardous Spill Plans, etc.
8) City Organizational Chart
9) Copies of existing Community Risk Communication materials (i.e., (Boil Water Orders,
Public Health Alerts, etc.)
10) Maps, charts, or diagrams of Critical Infrastructure infonnation (power, water, fiber
optic, telephone, etc.), facilities, and network architecture
11) The results of any exercises that the City has held over the past three years.

The following Tasks will be accomplished to successfully complete this project:

Task Ib EOP Planning.

The following sub elements of this task will be accomplished:

Aanko Technologies Inc. www.aanko.com

10
