Propo.~al to Update the City of Redwood City Emergency Operation.~ Plan

2. A 10% repeat customer fee is being provided (the Port of Redwood City, a City
Department, is a current Customer).
3. Stakeholders will provide all available types of unclassified materials for analysis
specified in Task 1 as well as any other material that the City deems might assist the
Team in the development ofa comprehensive EOP.
4. Fire Department personnel will assist in contacting and scheduling coordination
meetings/interviews between our team and employees/stakeholders in the conduct ofthis
EOP update development.
5. City personnel identified for interview based on their knowledge of emergency
operations will be made available to the Team during the scheduled work period.
6. With minor exceptions, interviews and EOP survey work will be accomplished during
multiple on-site visits. However, it is understood and accepted that some interviews (or
follow-up questions) may need to be conducted in meetings, by telephone or bye-mail.
7. Our EOP development may be limited by:
. Accuracy of Customer Information - Opinions and recommendations contained
within the EOP are dependent on the accuracy, completeness, and correctness of the
data, specifications, documents, and other information provided by the City (orally or
in writing). If any of the data supplied are inaccurate, incomplete or incorrect, then
the opinions and recommendations contained in the EOP may be invalid.
. Changes in Existing Conditions - Opinions and recommendations address known and
potential risks, vulnerabilities, and threats as of the date of the final EOP. Employees,
subcontractors and others will base this EOP on the current status of the City
facilities, infrastructure, personnel, computer networks, systems, equipment, software,
data, protocols, procedures and policies, and the compliance with such requirements
(existing conditions) at the time of the team's final draft development. It is important
to remember that the EOP is a "living document" and, if changes occur, the
information expressed in the plan may not be valid, and the City should alter the plan
accordingly at no additional cost back to the consultation team upon final draft EOP
acceptance by the Fire Department.
. Technology Advances and Changing Vulnerabilities - As advancements and changes
in computer systems, hardware, software, and other technologies and equipment
occur, the risks and responses necessary to address those risks faced by the City will
necessarily change. Vulnerabilities and weaknesses in a given facility, computer
system configuration, or associated with the hardware, software, and other
technologies and equipment used in such facilities and systems can also change over
time as terrorists, hackers, and other persons gain more experience and knowledge
and access to more sophisticated tools and technology. Accordingly, technology
advances and changes in vulnerabilities, including natural disasters, could impact the
EOP.

If additional hours are needed based on a scope of work change by the City, the following
rates will apply:
Almko -"~aborC;tego~.--..--~..... =-~-.- _---:+=;Rate--i. -Unit--¡
Project Manager ~ -------~-~--~-----_~+--__$135:..00 - hour
Intergovernmental Affairs specialist... .. .. .. . . . .. _+----J.1I 0.00 hou. r .I
Inte_tion Consultant ----. - ---~---____~~100.00 .... houL.J

Aanko Technologies Inc. www.aanko.com

15
