Q 25 -_-- -- APR 21979 RESOLUTION APPROVING APPLICATION FOR FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT) AND AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL YEAR 1979-80) WHEREAS, the Community Development Block Grant Program authorized pursuant to Title I of the Housing and Community Development Act of 1974, as enacted by the Congress of the United States (Pub. L. 93-383), provides for the issuance of grants in order to attain the objective of the development of viable urban communities, by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income; and WHEREAS, there has been presented to, and reviewed by this Council an application to the United States Department of Housing and Urban Development for a Community Development Block Grant in the amount of Six Hundred Fifty-eight Thousand and No/100 Dollars ($658,000.00) for the period of July 1, 1979, through June 30, 1980; and WHEREAS, there has been prepared by the Planning Director a Notice of Determination, determining that the proposed Community Development Block Grant Program, as set forth in the aforesaid application, is exempt from the requirements of NEPA and CEQA as a ministerial project and does not have a significant effect on the environment, and a notice of such determination filed with the County Clerk of San Mateo County; and WHEREAS, this Council desires to approve the aforementioned application for a Community Development Block Grant and to authorize the execution of all documents pertaining thereto, including all understandings and assurances connected therewith; NOW, THEREFORE; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 8 251
