6.1.G. - Page 4 <br />• Long term sustainability <br />The ENA approved by City Council set forth the procedures and standards for the <br />negotiation of a prospective YMCA of Silicon Valley and City partnership that would <br />establish the following: <br />1. The development of the Project as it moves through the predevelopment, <br />entitlement, design, and construction processes. <br />2. Sharing of Project costs/expenses (or reimbursement, as the case may be). <br />3. The parameters by which future legal arrangements could be structured for the <br />mutual benefit of the Parties. <br />The ENA enables the City and YMCA of Silicon Valley to exclusively negotiate the <br />details of the Project but does not obligate the City to approve any Project. A <br />comprehensive CEQA review is necessary to study the "Preferred Project", which is to <br />build two new state -of -the art facilities (Veterans Memorial Senior Center and a <br />separate YMCA) on the Project Site. Further, the CEQA analysis will provide meaningful <br />alternatives to the Project, including the option of "not to proceed". <br />Communitv Engamment <br />Staff have met with many stakeholder groups over the years. Over the past 18 months, <br />staff have been presenting to senior clubs, Veterans groups, senior non -profits, <br />neighbors, and residents at large. Staff have regularly updated the Seniors Affairs <br />Commission as well. <br />Three public workshops have been held about the Project over the past few months. <br />They include: <br />• January 17, 2018: This kick-off open house style event included a gallery walk, <br />information stations, and interactive "Idea Tree" and direct questions and answers <br />with City staff, YMCA executives, and ELS Architect principals and staff. Over 200 <br />people attended. <br />• January 31, 2018: Nearly 200 people attended this interactive workshop that <br />included a presentation, break-out tables, and discussion about project opportunities <br />and constraints. Each table shared summaries with the entire audience. <br />• February 22, 2018: Approximately 125 people attended a presentation regarding the <br />summary comments over the last two workshops, how comments are influencing <br />design guidelines, identification of critical features/programs, parking concepts, site <br />
