Attendees were broken out into <br />groups and graded each design area, developed further feedback, and reported out. <br />Participants in the workshops expressed appreciation that the scope/scale of the Project <br />has been reduced to 80,000 square feet (45,000 sq. ft. for the Veterans Memorial <br />Senior Center, and 35,000 sq. ft. for the YMCA); the original CEQA Notice of <br />Preparation enabled the City to study a total of 130,000 square feet of new building and <br />a potential parking garage. Currently, the Veterans Memorial Senior Center, the Old <br />49er Building, the Resource/Gift Shop building, Herkner Pool complex, and the NFL <br />Alumni building together occupy 65,500 sq. ft. The total new proposed square footage <br />of the two buildings is 14,500 sq. ft. more. At this time, a parking garage is not a part of <br />the overall conceptual plan. <br />Comments from participants were wide-ranging, but many expressed support for design <br />renderings, new facilities, and appreciation for the parallel, deliberate traffic planning <br />process announced at the meeting (including a series of three traffic -related meetings). <br />Community members requested that the City initiate a Parallel Traffic Study and <br />Neighborhood Engagement effort. This allowed staff to clarify concerns related to traffic <br />issues. In order to meet the deadline to present to Council the Schematic Design, staff <br />worked with ELS on a time and scope addition to their agreement. <br />ELS selected the consulting firm Blue Zones and asked traffic and planning expert Dan <br />Burden lead a series of three neighborhood workshops. These occurred on March 1, <br />March 22, and April 26. Neighbors attending stated they felt heard and staff believe that <br />Dan's engagement was a critical and positive step forward in the effort to manage traffic <br />and parking at the site. <br />ALTERNATIVES <br />None. <br />FISCAL IMPACT <br />The City Council approved the Professional Design Agreement with ELS Architecture <br />and Urban Design for Phase II (conceptual design and schematic design) of this project <br />for a total of $867,990. The proposed amendment provides for the traffic study and <br />neighborhood engagement at a cost of $83,005. <br />The City has allocated a total of $10 million towards the Project to date with $9 million <br />coming from the Parks Impact Fees (development fees) and $1 million from the <br />commitment from Stanford University's development agreement with the City.
