6.1.H. - Page 1 <br />For REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 11, 2018 <br />SUBJECT <br />Cooperative Service Agreement between the City of Redwood City and United States <br />Department of Agriculture Animal and Plant Health Inspection Service Wildlife Services <br />for Levee Predator Management <br />RECOMMENDATION <br />1. Approve and authorize the City Manager to execute the five year Cooperative Service <br />Agreement and the first year's Work and Financial Plan for $57,600.00 between the City <br />of Redwood City and United States Department of Agriculture Animal and Plant Health <br />Inspection Service Wildlife Services <br />2. Authorize the City Manager to execute future annual Scope of Work/Budget plans as <br />referenced in the Cooperative Service Agreement <br />BACKGROUND <br />The City of Redwood City (City) is required to conduct a Predator Management <br />Program (PMP) on the exterior levees at Redwood Shores. The PMP was required by <br />the 1996 biological opinion issued by the U.S. Fish and Wildlife Service as part of the <br />Conditions of Approval from the United States Army Corps of Engineers Permit (Permit) <br />for the 1997 Redwood Shores Levee Improvement Project. The specific location for <br />predator damage management is on the segment of levees at the end of the Redwood <br />Shores peninsula that has restricted public access, which is shown in the map in <br />Attachment 2. <br />The purpose of the PMP is to reduce predation of the federally listed California <br />Ridgeway Rails and Salt Marsh Harvest Mouse. The City of Redwood City's Predator <br />Management Plan outlines the need to contract with United States Department of <br />Agriculture Animal and Plant Health Inspection Service Wildlife Services (the Service) <br />for predator management service. <br />ANALYSIS <br />On October 21, 2002, the City executed a Cooperative Service Agreement (CSA) with <br />the Service for predator management service.
