6.1.1. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 11, 2018 <br />SUBJECT <br />Agreement between the City of Redwood City and All City Management Services for <br />Crossing Guard Services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a one year agreement <br />not to exceed $259,038 between the City of Redwood City and All City Management <br />Services to provide crossing guard services for Fiscal Year 2018-2019 <br />BACKGROUND <br />Starting in Fiscal Year (FY) 1999-2000, the City has contracted with All City <br />Management Services to staff nineteen crossing guard posts. The City chose to <br />contract with All City Management to provide crossing guard services in lieu of <br />maintaining a staff of part-time non -sworn police department personnel. The contract is <br />due for renewal on July 1, 2018. The projected cost to provide these services shall not <br />exceed $259,038.00. <br />ANALYSIS <br />All City Management Services maintains on-call employees to fill vacancies as needed, <br />provides training, equipment, and supervision for its employees and provides liability <br />coverage. <br />The contract renewal compensates All City Management Services at a rate of $22.14 <br />per hour for each hour of crossing guard service. This is an increase from agreed-upon <br />rate of $20.69 per hour in the previous year's contract. All City Management Services <br />has always had to pay somewhat more than the state minimum wage in order to attract <br />qualified candidates able to handle the responsibilities associated with crossing guard <br />duties. <br />All City Management Services remains the only private vendor in our area providing <br />crossing guard services. <br />
