6.3.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 11, 2018 <br />SUBJECT <br />Reimbursable Services Agreements with the California Highway Patrol in Support of the <br />101/84 Interchange Project <br />RECOMMENDATION <br />Adopt a Resolution approving and authorizing the City Manager to execute two <br />Reimbursable Services Agreements with a combined estimated amount of $11,858.10 <br />with the State of California Department of California Highway Patrol for traffic control <br />support services for the 101/84 Interchange Project <br />BACKGROUND <br />The City of Redwood City, in cooperation with the California Department of <br />Transportation (Caltrans) and the San Mateo County Transportation Authority (SMCTA), <br />is proposing to reconstruct the Route 101/84 (Woodside Road) interchange. The <br />purpose of the project is to relieve existing and future traffic congestion, and to improve <br />traffic safety and vehicular access to and from Route 101 and SR 84 (Woodside Road). <br />The goals include improving highway operations, reducing associated congestion on <br />Redwood City streets, removing barriers to non -motorized travel, and minimizing <br />impacts on nearby businesses. The project proposes to modify the on- and off -ramp <br />configuration at the interchange and adjacent local intersections to improve traffic flow, <br />increase safety, and better accommodate pedestrian and bicycle access across Route <br />101. <br />Work on Plans, Specifications and Estimate (PS&E) phase of the project by the City's <br />Consultant AECOM was authorized in August 2017. AECOM, in coordination with City <br />staff, Caltrans, and the San Mateo County Transportation Authority, has made <br />substantial progress toward its first major milestone product, 65% complete design. <br />Activities undertaken included field surveys and investigation, topographic mapping and <br />controls updates, location and verification of utilities, development of numerous <br />technical studies supporting roadway and structure design, and design detailing of all <br />features. Three Project Development Team (PDT) meetings, a geometric design focus <br />meeting, and a structure type selection meeting were held at Caltrans. Status updates <br />have been provided to two Chamber of Commerce committees and the Seaport <br />
