6.3.C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 11, 2018 <br />SUBJECT <br />Resolution approving the temporary street closures for the Fourth of July Event <br />RECOMMENDATION <br />Adopt a Resolution designating event routes for the Fourth of July Celebration <br />sponsored by the Peninsula Celebration Association and the Redwood City Parks, <br />Recreation and Community Services Department and approving the temporary street <br />closures as designated in Exhibit "A" and Exhibit "B" for the Fourth of July Celebration, <br />and find that the project is exempt from California Environmental Quality Act (CEQA) <br />under CEQA Guidelines Section 15304 (Minor Alterations to Land) and Section 15311 <br />(Accessory Structures) <br />BACKGROUND <br />The Peninsula Celebration Association (PCA), in partnership with the Redwood City <br />Parks, Recreation and Community Services Department (PRCS), has requested <br />permission to conduct the annual Fourth of July Celebration consisting of a "Parade <br />Run", parade, festival, and fireworks display. <br />The annual "Parade Run" will be conducted along the parade route from 8:00 am to <br />9:00 am. The traditional parade will commence at 10:00 am and last until approximately <br />12:30 pm. The arts and crafts fair and festival will be held from 9:00 am to 5:00 pm. <br />PRCS will sponsor live musical entertainment in Courthouse Square from 12:30 pm to <br />4:00 pm. A fireworks display will be held at the Port of Redwood City from 9:30 pm until <br />approximately 9:50 pm. <br />On July 4, the parade route and line-up area will be reserved from 6:00 am until 2:00 <br />pm. The arts and crafts fair and festival area will be reserved at 3:00 pm on Tuesday, <br />July 3 through 8:00 pm on Wednesday, July 4. Courthouse Square will be reserved on <br />July 4 from 11:30 am to 5:00 pm. <br />The parade will be conducted in the areas detailed on the map (Attachment 2) provided <br />by the PCA in its letter dated March 1, 2018. Parade staging areas require road <br />closures throughout the Centennial Neighborhood. The festival will be conducted on <br />
