6.3.C. - Page 2 Middlefield from Broadway to Marshall, Theater Way from Middlefield to Broadway, Hamilton from Marshall to Middlefield, Jefferson from Marshall to the entrance to the Jefferson parking structure, Broadway between Main Street and Winslow, and Broadway from the railroad tracks to EI Camino Real. Live musical entertainment will take place within Courthouse Square. Minor alterations to the parade route and festival areas may be required to facilitate these events. Should alterations be required, any change to the parade route and festival area locations will be determined under the supervision and approval of the Police Chief or his designee. The fireworks display will be conducted at the Port of Redwood City, with street closures and vehicular and vessel traffic control measures determined by the Police Department to regulate the orderly flow of vehicle and vessel traffic. The specific street closures for this event are delineated in the Event Summary and the Event Plan (Attachment 3). City Council approval is required for these street closures. In order to minimize impact to the general public for this event, the City will provide the following services and facilities: street sweepers, traffic cones and barricades, installation of flags along the parade route, access to Courthouse Square, access to the parking structure on Marshall Street for vendor parking, and closure and parking restrictions as detailed in the PCA parade application and letter along various City streets starting at 3:00 pm on Tuesday, July 3, 2018 until 8:00 pm on Wednesday, July 4, 2018. Those services will be provided by members of the Fire Department, the Parks and Recreation and Community Services Department, the Police Department and the Public Works Services Department. Administrators from each of those departments have reviewed the permit application and associated event plan, and have agreed to provide the stated services. ANALYSIS The Independence Day Celebration has been a tradition in downtown Redwood City for 80 years. Generations of families return to Downtown Redwood City each year to watch the parade and celebrate Independence Day. It is anticipated that upwards of 40,000 visitors will attend the parade this year. The festival will showcase the bustling Downtown area and these visitors will likely patronize local businesses throughout the day. The community support for the fireworks show will likely result in a large turnout for the event. ALTERNATIVES The City Council could choose not to adopt a Resolution authorizing the street closures as delineated in Exhibit "A" and Exhibit "B".
