6.1.C. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager June 11, 2018 SUBJECT Award of Contract — 2017-2018 Sanitary Sewer Replacement Project RECOMMENDATION By motion, approve and authorize the City Manager to execute the contract documents and award the standard form construction contract 00520 for the 2017-2018 Sanitary Sewer Replacement Project to the lowest responsible bidder, Casey Construction Inc.of Emerald Hills, California, and waive any irregularities, for their low bid of $4,488,680.00; and, authorize the City Manager to increase the contract amount, if necessary, up to 10% of the original contract amount, not to exceed $4,937,548.00; and confirm determination that the project is exempt and meets California Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15302 (Replacement or Reconstruction) of the CEQA Regulations BACKGROUND The City systematically replaces sections of aging sanitary sewer infrastructure to ensure the continued reliability of the system. Each year, staff identifies pipelines that required excessive maintenance or experienced repeated service disruptions and target those pipelines for improvement. On January 28, 2013 the Sanitary Sewer Master Plan (SSMP) updated the 2008 Master Plan. The SSMP is used to guide improvements to City's wastewater collection system. Pipeline deficiencies and future capacity upgrades are identified based on existing conditions analysis and projected wastewater generation based on modeling of future and existing development. Staff completed closed circuit television inspection review of Sanitary Sewer Basin Numbers 5A and 5D in 2015. Staff's review of the inspection videos revealed numerous defects in these sewer basins. A number of construction options for repair or replacement were evaluated to determine the most cost-effective method for mitigation. For this project, a combination of the traditional open trench method and the "pipe - bursting" method (a trenchless method of replacing buried pipelines) were chosen in order to replace the identified pipe defects.
