6.1.C. - Page 2 <br />The proposed sanitary sewer replacement project will improve the capacity, condition <br />and reliability of the sewer collection by minimizing infiltration and inflow. This project <br />will replace approximately 7,351 lineal feet of 6 -inch, 8 -inch, 10 -inch, 12 -inch, 15 -inch <br />and 18 -inch vitrified clay pipe (VCP) sewer main with new 8 -inch, 10 -inch, 12 -inch, 15 - <br />inch, 18 -inch and 21 -inch polyvinyl chloride pipe (PVC), replace approximately 4,250 <br />linear feet of 6 -inch, 8 -inch, 10 -inch, and 12 -inch VCP sewer main with new 8 -inch, 10 - <br />inch, 12 -inch, and 16 -inch high-density polyethylene pipe (HDPE), 78 sanitary sewer <br />manholes, and 200 sanitary sewer laterals. <br />ANALYSIS <br />Three bids were received for the 2017-2018 Sanitary Sewer Replacement Project by <br />the bid deadline on May 9, 2018. The bid amounts are summarized in the table below. <br />BIDDER BID AMOUNT <br />Casey Construction Inc.- Emerald Hills $4,488,680.00 <br />Cratus Inc.- San Francisco $5,305,465.00 <br />Ranger Pipelines Inc.- San Francisco $6,150,215.00 <br />ENGINEER'S ESTIMATE $3,200,000.00 to <br />$4,000,000.00 <br />The low bid of $4,488,680.00 submitted by Casey Construction Inc. is 12.2% higher <br />than the high range of the engineer's estimate of $4,000,000.00 for the cost of <br />construction. As is the case with other recent projects, the hot and active construction <br />market resulted fewer bids than expected, and a higher overall bid prices. <br />Casey Construction Inc. is currently completing a similar project and has successfully <br />constructed other projects for the City recently. Staff also reviewed several references <br />provided by Casey Construction Inc. for other similar completed projects. The <br />references provided satisfactory feedback in regards to accountability and performance <br />of the contractor. Based on the bids received and feedback from the references, staff <br />believes that the low bid is reasonable and recommends awarding the contract to Casey <br />Construction Inc. <br />Construction is anticipated to begin in September 2018, and conclude in April 2019. <br />Staff will notify area residents, property owners, business owners, and schools by mail <br />in August 2018. The contractor is required to distribute an additional notice 14 days in <br />advance of the start of work in their immediate area. Also, there will be heightened <br />
