6.1.D. - Page 2 <br />• Design of pedestrian safety improvements on Whipple Avenue at Iris, and <br />• Planning and conceptual design for the Hopkins Traffic Safety Project. <br />Kimley-Horn has performed to the City's expectations, however as noted above, has <br />reached the end of the contract term. The proposed agreement for $500,000 would <br />cover work already in the pipeline, as well as additional work that comes up in the <br />future. If approved, Kimley-Horn will continue providing design and construction support <br />for the Kennedy Safe Routes to School Project, complete a transportation impact <br />analysis for a proposed development project and perform other planning and <br />engineering tasks as needed. Given the very busy construction climate, the City is <br />routinely receiving fewer responses to requests for bids and proposals than in the past. <br />Staff is concerned that a request for proposals would not generate responses and <br />recommends extending this agreement at this time, with the expectation that staff will <br />conduct a new consultant qualification process at the end of this agreement. <br />ALTERNATIVES <br />1. The Council may choose not to approve the agreement and direct staff to seek <br />proposals for the work from other consulting firms. As noted, staff is concerned <br />that this may not generate responses. <br />2. The Council may choose not to approve the agreement and direct staff to initiate <br />the process to hire temporary or permanent staff to perform the desired <br />activities. <br />FISCAL IMPACT <br />Work will be billed to eligible grants or cost -recovery accounts for specific projects, as <br />permitted. When work isn't project funded, it will be financed from the following sources: <br />• Traffic Mitigation Fees Fund (285) <br />o Ped Crosswalk Warning Lights Program ($279,305 balance as of 2/28/18) <br />• Transportation Fund (262) <br />o Sidewalk Replacement Program ($91,000 balance as of 2/28/18) <br />o Roadway Pavement Management Program ($418,184 balance as of <br />2/28/18) <br />o Traffic Safety Program ($272,490 balance as of 2/28/18) <br />• Capital Outlay Fund (357) <br />o Neighborhood Traffic Calming Program ($178,781 balance as of 2/28/18) <br />ENVIRONMENTAL REVIEW <br />Approval of the proposed design services agreement for design work and other <br />specified services does not constitute a project under the California Environmental <br />Quality Act (CEQA), as defined in CEQA Guidelines, section 15378 because it will not <br />result in a direct or reasonably foreseeable indirect physical change in the environment. <br />
