<br />Educational materials that SBWMA will pay for, produce and jointly distribute, shall

<br />include, but not be limited to, those listed in Section 7.03(D).

<br />B. Three -Year Public Education and Recycling Technical Assistance Plan. The
<br />1718
<br />SBWMA, Member Agencies, and Contractor shall cooperate to prepare a joint
<br />1719
<br />Public Education and Recycling Technical Assistance Plan every three (3) years
<br />1720
<br />(Three -Year Plan). The Three -Year Plan will be an SBWMA-wide plan; therefore,
<br />1721
<br />separate plans will not be prepared for each Member Agency. Generally, the Three -
<br />1722
<br />Year Plan will focus on coordinating public education and recycling technical
<br />1723
<br />assistance efforts and making efficient use of each Party's available resources in
<br />1724
<br />those areas. In the case of Contractor, the process may and potentially result in
<br />1725
<br />modifying Contractor's activities through a reallocation of Waste Zero Specialists'
<br />1726
<br />staff time and public education and outreach resources, to the extent they can be
<br />1727
<br />reallocated without causing the Contractor to default in performance of its
<br />1728
<br />expressed obligations under this Agreement.
<br />1729
<br />The Parties shall cooperate to finalize the Three -Year Plan on or before January 1
<br />1730
<br />of Rate Years Eleven (2021), Fourteen (2024), Seventeen (2027), Twenty (2030),
<br />1731
<br />Twenty-three (2033) and, if the Term is so extended, Twenty-six (2036) and
<br />1732
<br />Twenty-nine (2039). SBWMA and Contractor shall jointly develop a schedule for
<br />1733
<br />preparation of the Plan, which shall involve the following elements:
<br />1734
<br />1. Public Education Plan. Working collaboratively with the Contractor, SBWMA
<br />1735
<br />will develop, and the Contractor shall review, the first section of the Three -Year
<br />1736
<br />Plan, which shall include a detailed list of public education activities to be
<br />1737
<br />undertaken by SBWMA and Contractor for the coming three (3) Rate Years.
<br />1738
<br />The plan shall list each public education piece or activity (e.g., newsletters, Bill
<br />1739
<br />inserts, flyers, newspaper advertisements, website enhancements, etc.) to be
<br />1740
<br />prepared or conducted in the coming three (3) Rate Years, the purpose of the
<br />1741
<br />piece, the key subject(s) to be covered, the anticipated date of
<br />1742
<br />issuance/completion, performance standards, and quarterly reporting
<br />1743
<br />requirements. In addition, the plan shall list all Community Events for each
<br />1744
<br />Member Agency that the Contractor plans to attend and the public education it
<br />1745
<br />intends to provide at each such event (e.g., exhibit at Earth Day Event,
<br />1746
<br />Chamber of Commerce meetings, etc.) in the three (3) coming Rate Years.

<br />2. Recvclina Technical Assistance Plan. Working collaboratively with the SBWMA,
<br />1748
<br />Contractor shall develop a draft of the second section of the Three -Year Plan,
<br />1749
<br />which shall include a detailed list of Commercial, Mixed Use, and Multi -Family
<br />1750
<br />Recycling technical assistance activities to be undertaken by Waste Zero
<br />1751
<br />Specialists for the coming three Rate Years, the objectives of such activities,
<br />1752
<br />specific performance standards for the activities, the anticipated time frames for
<br />1753
<br />completion, the distribution of such activities across Member Agencies,
<br />1754
<br />quarterly reporting requirements, and any specific actions to be undertaken to
<br />1755
<br />meet the specific needs of one or more Member Agencies. Pursuant to
<br />1756
<br />Sections 7.04 and 7.13, SBWMA may request an adjustment in the staffing
<br />1757
<br />level for the Waste Zero Specialists.
