2120 however, the annual total quantity of requests for visual audits for each Service Sector <br />2121 shall be limited to ten percent (10%) of the total number of accounts for each Service <br />2122 Sector. <br />2123 The SBWMA will use the Contamination Measurement Procedures set forth in <br />2124 Attachment E, to determine the Contamination Levels of single loads of materials <br />2125 delivered to the Designated Transfer and Processing Facility. <br />2126 7.07 PROGRAM EVALUATION <br />2127 The Agency may require the Contractor to periodically conduct audits of the Residential <br />2128 and Commercial Solid Waste, Targeted Recyclable Materials, and Organic Materials <br />2129 Collection programs to assess one (1) or more of the following performance indicators: <br />2130 average volume of Targeted Recyclable Materials per set -out per Customer, average <br />2131 volume of Organic Materials per set -out per Customer, participation level (i.e., number of <br />2132 Customers setting out Containers per week), Contamination Levels, etc. Contractor <br />2133 shall perform up to five (5) Days of route auditing, at no additional cost to Customers and <br />2134 shall not bill Agency for such services, once per calendar year. Prior to the program <br />2135 evaluation audit, Agency and Contractor shall meet and discuss the purpose of the audit <br />2136 and agree on the method, scope, and data to be provided by the Contractor. If Agency <br />2137 requires more than five (5) Days of auditing for the purposes of program evaluation, the <br />2138 activity shall be considered an Agency -directed change in scope and handled in <br />2139 accordance with provisions in Section 15.12. <br />2140 If the Contractor does not Collect Multi -Family Dwelling Solid Waste, Targeted <br />2141 Recyclable Materials, and Organic Materials using dedicated Collection vehicles, <br />2142 thereby precluding regular and accurate reporting of the Tonnage of Solid Waste, <br />2143 Targeted Recyclable Materials, and Organic Materials Collected from Multi -Family <br />2144 Residential Complexes, the Agency may require the Contractor to conduct a semi - <br />2145 annual or annual Tonnage assessment that involves separately Collecting, weighing, <br />2146 and reporting Multi -Family Dwelling Solid Waste, Targeted Recyclable Materials, and <br />2147 Organic Materials to quantify Tonnage Collected during a given week. This assessment <br />2148 shall be performed by Contractor at no additional cost to Customers and shall not bill <br />2149 Agency for such services. <br />2150 If the Agency wants to collect program data, perform field work, conduct route audits to <br />2151 investigate Customer participation levels and set -out volumes, and/or evaluate and <br />2152 monitor program results related to Solid Waste, Targeted Recyclable Materials, Organic <br />2153 Materials, Bulky Items, and abandoned waste Collected in the Agency by the Contractor, <br />2154 the Contractor shall cooperate with the Agency and its agent(s), which may include the <br />2155 SBWMA and its consultants. <br />2156 7.08 PROVISION OF EMERGENCY SERVICES <br />2157 Contractor shall provide emergency services at the Agency's request in the event of <br />2158 major accidents, disruptions, or natural calamities. Emergency services may include, <br />2159 but are not limited to: assistance handling, salvaging, processing, composting, or <br />2160 Recycling materials; or Disposing of Solid Waste following a major accident, disruption, <br />2161 or natural calamity. Contractor shall be capable of providing emergency services within <br />2162 twenty-four (24) hours of notification by the Agency or as soon thereafter as is <br />2163 reasonably practical in light of the circumstances. Emergency services which exceed <br />2164 the Contractor's obligations shall be compensated in accordance with Article 11.
