EXHIBIT "A" <br />SCOPE OF SERVICES <br />Consultant will provide services for the City's economic development program for a period <br />of three to four months. Direction of consultant's work will be provided by the City Manager, <br />and/or Assistant City Manager/Community Development Director and/or Deputy City Manager. <br />Consultant's services will primarily focus on supporting and strengthening Downtown <br />businesses and activities and assisting with review of proposed and existing industrial/office <br />development projects, affordable housing opportunities and othertasks as assigned. <br />Kev Tasks and Responsibilities: <br />• Review and inventory available data, resources, and policies pertinent to subject areas <br />(Downtown, office/industrial, and affordable housing, community benefit, etc.) <br />• Outreach to businesses that generate significant sales tax such as auto dealers, and <br />work to retain and attract new businesses that are the right fit for City <br />• Collaborate with the Chamber of Commerce to establish a small business committee to <br />support small and locally owned businesses <br />• Attend meetings with other City department staff and business/community groups <br />• Explore the possibilities of auto mall digital signage on Highway 101 frontage <br />• Assist with implementation of the recently approved cannabis ordinance by overseeing <br />the new Cannabis Business Permit Program for new cannabis delivery centers and <br />nurseries <br />• Inform employers of the new local minimum wage <br />• Coordinate with businesses along EI Camino Real to explore shared parking <br />approaches, as discussed in the EI Camino Real Corridor Plan <br />• Coordinate the RFP process for real estate services and wireless services <br />• Represent City at key economic development meetings and functions <br />• Support the Retail Task Force to create a retail vision for Downtown <br />• Assist with the transition and onboarding of the new Economic Development Manager <br />• Additional Tasks (as determined by the City Manager's Office) <br />ATTY/AGR/2018.117/LESLIE PARKS <br />REV: 06-08-18 RL Page 9 of 10 <br />
