· Securing water from willing sellers outside the BAWUA service area is theoretically possible. State laws enacted in the 1980s allow for "wheeling" of water from willing sellers to willing buyers through transmission systems owned by third parties - such as the SFPUC's San Joaquin pipelines. This is a more complex process and one which would require not only a contract with a water supplier (such as an irrigation agency), but also approval by the SFPUC. Finally, the SFPUC has adopted a Water Supply Master Plan (2000) and a Capital Improvement Program (2002) which, if implemented successfully, may increase SFPUC's ability to meet demands of its wholesale water customers such as Redwood City more reliably, and possibly expand supply to meet their projected future demands. The CIP is also intended to strengthen the San Francisco regional water supply system against catastrophic failure during a severe earthquake. The cost of implementing the Water Supply Master Plan and the CIP is high and there are significant uncertainties about the schedule on which the work can be accomplished. This WSA does not assume that Redwood City can expect to receive increased water deliveries from San Francisco, on a reliable basis, during the next 10-20 years. 8.
