REPORT
To the Honorable Mayor and City Council
From the City Manager

June 25, 2018

SUBJECT
General Services Agreement with Redwood General Tire Service Company, Inc. for
Tires and Related Services for Passenger Vehicles, Trucks and Equipment Maintained
by the Public Works Services Department Fleet Services Division

RECOMMENDATION
By motion, approve and authorize the City Manager to execute a three-year General
Services Agreement with Redwood General Tire Service Company, Inc. in an amount
not to exceed $390,000 for Tires and Related Services for Passenger Vehicles, Trucks
and Equipment Maintained by the Public Works Services Department Fleet Services
Division

BACKGROUND
The Fleet Services Division (Fleet) of the Public W orks Services (PWS) Department
maintains passenger vehicles, trucks, and equipment for the City of Redwood City, the
Towns of Atherton and Woodside, the Woodside Fire Protection District, the San Mateo
County Narcotics Task Force, and the North County Fire Protection District.

As part of its provision of timely vehicle and equipment maintenance, Fleet has a need
to keep a diverse supply of tires on hand, and to provide for the mounting and
dismounting of tires, repair of flat tires, recap of specialized foam-filled tires, and quick
response to service calls when vehicles and equipment are being used in the course of
work. Further, Fleet has a need to provide for cost-effective alignments, suspension
repairs, smog inspections, and certifications.

Fleet provides smog inspections for vehicles and equipment with model years 2000 and
newer; however, its system cannot be calibrated to inspect model years older than
2000. Further, it is more cost-effective for Fleet to have the majority of alignments and
suspension repairs undertaken by a qualified service provider, thereby avoiding costly
expenditures to upgrade tools, equipment and staff certification training.

ANALYSIS
On March 23, 2018, PWS issued a Notice Inviting Bids (NIB) for Tires and Related
Services for Passenger Vehicles, Trucks and Equipment Maintained by the Fleet
Services Section. The NIB was advertised in The Daily News on March 23, 2018,
6.1.E. - Page 1
