posted to the City’s website, and mailed to ten (10) tire and automotive repair <br />companies in the San Francisco Bay area. <br />The NIB required bidders to represent their ability to deliver quality new tires with full <br />manufacturer’s warranty on an as-ordered basis to the Fleet Services Division located <br />at 1400 Broadway Street in Redwood City. Required tire specifications are listed in the <br />attached bids received. Further, bidders were required to represent their ability to <br />deliver, on an hourly rate basis: <br />· Mounting and dismounting of tires (and disposal); <br />· Repair of flat tires; <br />· Service calls; <br />· Alignments; <br />· Suspension repairs; <br />· Smog inspections and certifications; and <br />· Recaps of foam-filled 52x20.5x20 tires <br /> <br />PWS received proposals from four (4) service providers: <br />· Five Points Tire Imports, Inc. <br />· GCR Tires & Services <br />· Goodyear Tire & Rubber Company <br />· Redwood General Tire Service Company, Inc. <br />Only one of the service providers, Redwood General Tire Service Company, Inc., <br />affirmatively responded that they are able to provide all of the above services. <br />PWS is recommending that the City enter into an Agreement with Redwood General <br />Tire Service Company, Inc., as they are the lowest responsive and responsible bidder. <br />ALTERNATIVES <br />The City Council could choose not to approve the Agreement with Redwood General <br />Tire Service Company, Inc. and direct staff to issue a new NIB for Tires and Related <br />Services. <br /> <br />FISCAL IMPACT <br />The proposed Agreement is for a three-year period from the effective date of the <br />contract, for a total of $390,000. Funds for the remainder of FY 2017-18 will be paid <br />from the Public Works Services Department’s operating budget. The remainder of the <br />cost of the Agreement will be included in the recommended FY 2018-19, FY 2019-20 <br />and FY 2020-21 budgets. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br /> <br />6.1.E. - Page 2
