REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 25, 2018 <br /> <br />SUBJECT <br />Agreement between the San Mateo County Superintendent of Schools and the City of <br />Redwood City for San Mateo County Child Care Partnership Council Services <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the agreement between <br />the City of Redwood City and the San Mateo County Superintendent of Schools for <br />Child Care Partnership Council Services <br /> <br />BACKGROUND <br />The Child Care Coordinator position provides consultation services between child care <br />providers and City departments; develops collaborative programmatic efforts throughout <br />the City; provides information and referral services to providers, parents, and the School <br />District; supports the City’s General Plan policy and program implementation; and <br />provides support on development projects. <br />The San Mateo County Superintendent of Schools is the lead agency and fiscal agent <br />for the Child Care Partnership Council, and they have requested that the City provide <br />services in support of their work for the 2018-19 fiscal year. The purpose of the San <br />Mateo County Child Care Partnership Council is to collaboratively develop, promote, <br />and update a plan for a comprehensive, countywide child care and development <br />system. It provides a community venue where the impact of state and federal child care <br />and family policies, and proposed legislation or regulations, can be examined from <br />multiple viewpoints. <br /> <br />ANALYSIS <br />Currently, the Child Care Coordinator position is a half-time position as a result of past <br />budget reductions. Council requested that staff continue to work with our community <br />partners to add back hours and capacity to this position. As a result of staff’s outreach <br />efforts, qualifications, and countywide relationships, the San Mateo County <br />Superintendent has requested services from the City to support County-wide child care <br />services. The scope of work requested is equivalent to 0.3 FTE for the City’s Child Care <br />Coordinator, which effectively increases the position from 0.5 FTE to 0.8 FTE. The San <br />6.1.J. - Page 1
