REPORT
To the Honorable Mayor and City Council
From the City Manager

June 25, 2018

SUBJECT
Final Acceptance - Dolphin, Shorebird and Marlin Parks Tennis Court Renovation
Project

RECOMMENDATION
By motion, accept the Dolphin, Shorebird and Marlin Parks Tennis Court Renovation
Project, and authorize the release of bonds and the retention according to City
procedures

BACKGROUND
Dolphin Park, Marlin Park, and Shorebird Park are three well-utilized parks with tennis
courts in the Redwood Shores neighborhood. Verde Design Inc. evaluated the condition
of the courts, provided improvement recommendations, and prepared construction
documents. The tennis courts within Marlin Park and Shorebird Park were in good
condition, with court resurfacing identified as the necessary maintenance. The tennis
courts in Dolphin Park were in below average condition with moderate cracking and soil
upheaval that necessitated reconstruction.

On September 12, 2016, the City Council approved the Award of Contract for the
Dolphin, Shorebird and Marlin Parks Tennis Courts Renovation Project for the initial
contract amount of $565,905. The project improvements included reconstruction of
existing tennis courts, fencing and paving at Dolphin Park, replacement of existing light
posts and fixtures at Dolphin Park, and acrylic tennis courts resurfacing at Shorebird
Park and Marlin Park.

ANALYSIS
The Contractor, Redgwick Construction Company, has completed the construction of
improvements in accordance with the Agreement, the plans and specifications, and to
the satisfaction of the City’s Engineering & Transportation Division. The project
encountered multiple issues over the course of construction. Rain and cold weather
slowed the resurfacing work, as the acrylic material required dry weather and warm
temperatures. The rain also led to unexpected high groundwater level at Dolphin Park,
6.2.A. - Page 1
