ENVIRONMENTAL REVIEW As the lead agency, the City of Redwood City previously determined that the Dolphin, Shorebird and Marlin Parks Tennis Courts Renovation Project met the California Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15301 – (“Existing Facilities,” because the resurfacing of Marlin and Shorebird Parks is considered maintenance of existing facilities) and Section 15302 - (“Replacement or Reconstruction,” because the reconstruction of the tennis courts and lights at Dolphin Park is considered reconstruction of publicly-owned facilities with no expansion of capacity in the same location).
