which required additional labor and equipment for dewatering, additional materials and <br />labor to prevent the excavations for light pole foundations from caving in, and reduced <br />the rate of production. The project officially commenced November 7, 2016 and reached <br />substantial completion on April 25, 2017. During the final walk through, punch-list items <br />were identified and the list included corrective action for the use of resurfacing products <br />not approved prior to construction. The contractor completed all punch-list items on May <br />10, 2018. The final cost of the completed project was $577,866. <br /> <br />ALTERNATIVES <br />Council may choose not to accept the project or authorize the release of bonds and <br />retention which would be contrary to the terms of the contract and public contracting <br />code. <br /> <br />FISCAL IMPACT <br />Funding for the construction of this project was previously approved and appropriated in <br />the Capital Outlay Fund – Tennis Court Replacement Program and Capital Outlay Fund <br />– Hawes Field Light Replacement Program. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City previously determined that the Dolphin, <br />Shorebird and Marlin Parks Tennis Courts Renovation Project met the California <br />Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15301 – <br />(“Existing Facilities,” because the resurfacing of Marlin and Shorebird Parks is <br />considered maintenance of existing facilities) and Section 15302 - (“Replacement or <br />Reconstruction,” because the reconstruction of the tennis courts and lights at Dolphin <br />Park is considered reconstruction of publicly-owned facilities with no expansion of <br />capacity in the same location).
