Only special benefits are assessed, and any general benefits have <br />been separated from the special benefits as shown in the Reports for the District. The <br />District’s budget, annual assessment and formula for tax distributions were confirmed by <br />the City Council in August 24, 2015 after conducting a public hearing and ballot of the <br />affected property owners. <br /> <br />The proposed annual assessment for FY 2018-19 in the amount of $187,000 would not <br />be a change from the previous annual assessment for FY2017-18. The benefit <br />assessment has been held constant since FY 2005-06. The proposed annual <br />assessment is consistent with the approved Reports. <br /> <br />As shown in the Reports, the annual maintenance budget is in balance, with expected <br />expenditures not exceeding assessments. A draft resolution authorizing the levying and <br />collection of assessments is attached along with a map of the District. A copy of the <br />Reports, which includes the annual budget and assessments, are available for review in <br />the City Clerk’s Office. <br /> <br /> <br />ALTERNATIVES <br />The City Council may choose not to levy the assessments. If benefit assessments are not <br />levied against the properties within the District, then the District may have to reduce <br />maintenance and operation of some systems, such as the storm pump stations and <br />levees, which may compromise health and safety for employees and patrons of Seaport <br />Centre. <br /> <br />FISCAL IMPACT <br />Funds for the District are accounted for separately from the General Fund. Therefore, <br />no fiscal impact is anticipated to the City’s general funds. The District’s proposed <br />operating budget is $187,000 and the proposed annual assessment is $187,000. <br /> <br />ENVIRONMENTAL REVIEW <br />The City of Redwood City has determined that this action is categorically exempt from <br />the California Environmental Quality Act (CEQA) under California Code of Regulations, <br />Title 14, Section 15301(b) because the assessments, if approved, will fund the repair <br />and maintenance of existing utilities. <br /> <br /> <br /> <br />6.3.B. - Page 2
