REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 25, 2018 <br /> <br />SUBJECT <br />Amendment to the City's Classification and Salary Plan <br /> <br />RECOMMENDATION <br />Adopt a Resolution amending the City's Classification and Salary Plan to establish the <br />classifications of Facilities Maintenance Supervisor, Revenue Services Manager, Senior <br />Transportation Planner, Principal Analyst-Finance, and Graphic Design Specialist, and <br />to modify the existing classifications of Juvenile Specialist, and Police Evidence and <br />Property Room Coordinator <br /> <br />BACKGROUND <br />Due to the dynamic nature of providing services to the community and serving the <br />organization, positions often evolve and advance beyond the original classification <br />and/or scope. When this occurs, the Human Resources Division performs a <br />classification analysis to determine the appropriateness of reclassifying positions. In <br />addition, as service needs and operations evolve over time and positions become <br />vacant, City staff review the City’s classification system and organization to recommend <br />changes in order to bring positions up to date, and to make changes in support of the <br />City’s Strategic Plan and improve service delivery. When considering changes to <br />compensation, the City takes into account factors such as the cost of living, recruitment <br />and retention goals, and compensation survey data from comparable Bay Area cities, <br />as well as the current financial condition of the City, and any anticipated fiscal <br />challenges. In addition, the City negotiates agreements with recognized bargaining <br />units on any changes that impact hours, wages, or terms and conditions of employment <br />for positions within the respective group. <br /> <br />ANALYSIS <br />The recommended changes to the City’s classification and salary plan include the <br />establishment of new proposed classifications and proposed changes to existing <br />classifications in order to facilitate organizational restructuring in support of operational <br />needs and service goals. The recommended establishment of, or amendment to, <br />various classifications is summarized below. <br /> <br />Facilities Maintenance Supervisor <br />In October 2017, the full-time classification of Parks, Recreation and Community <br />Services Manager became vacant.
