REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 25, 2018 <br /> <br />SUBJECT <br />Amendments to the Annual Action Plan (2018-2019) <br /> <br />RECOMMENDATION <br />Adopt a resolution approving amendments to the Annual Action Plan (2018-2019) for <br />Community Development Block Grant (CDBG) and Home Investment Partnerships <br />Program (HOME) entitlement funds and authorize the City Manager or designee to <br />execute related documents <br /> <br />BACKGROUND <br />The City of Redwood City receives federal funds from the U.S. Department of Housing <br />and Urban Development (HUD) through the Community Development Block Grant <br />(CDBG) and Home Investment Partnerships (HOME) entitlement programs. On April 23, <br />2018, City Council approved the 2018-2022 five year Consolidated Plan and Fiscal Year <br />2018-2019 (FY2018) Annual Action Plan activities proposed for funding based on prior <br />year estimates for CDBG and HOME funds. <br /> <br />On May 1, 2018 HUD published CDBG and HOME entitlement fund allocations for <br />FY2018; the City received an increase of approximately 10 percent for CDBG and 61 <br />percent for HOME of the estimated amounts used for the Annual Action Plan. The <br />estimated amount was $650,000 for CDBG, and the final amount is $715,572. The <br />estimated amount for HOME was $200,000, and the final HUD allocations are <br />$321,488. An increase from estimated grant amounts to actual amounts that is greater <br />than 25 percent requires the City to conduct a Substantial Amendment to the FY2018 <br />Annual Action Plan, including obtaining community input and conducting a public <br />hearing for additional public comment. <br /> <br />ANALYSIS <br />Annual Action Plan Amendment <br />On May 8, 2018 the Housing and Human Concern Committee (HHCC) held a meeting <br />to make funding recommendations based on the final published CDBG and HOME <br />entitlement fund allocations. Funding recommendations for CDBG were based on 55 <br />percent for Affordable Housing activities, 15 percent for Public Services, 10 percent for <br />6.3.F. - Page 1
