Non-Housing Community Development and Economic Development, and a statutory <br />allowance of 20 percent for Administration, Planning, and Fair Housing. Funding <br />recommendations for HOME were based on 75 percent for Affordable Housing <br />activities, 15 percent set-aside for use by a Community Housing Development <br />Organization (CHDO), and a statutory allowance of 10 percent for Administration. <br /> <br />Due to the federal statutory limit of 15 percent of CDBG grant amounts for Public <br />Services, and the City’s policy of a $15,000 grant minimum, the HHCC was unable to <br />fund an additional organization in the Public Services category. However, Public Service <br />applicants that had requested a higher grant amount than originally awarded were <br />allocated additional funds. There were also additional CDBG funds available to allocate <br />grant funds to a Public Facility improvement project for Community Overcoming <br />Relationship Abuse. The HHCC allocated additional funds to the City’s Planning, <br />Administration and Fair Housing category and to the City’s Home Improvement Loan <br />Program that was funded from program income funds. <br /> <br />HIP Housing Development Corporation (HHDC) is an eligible CHDO and the City is <br />required to set-aside 15 percent of the HOME entitlement to a CHDO activity. In order to <br />comply with this requirement, the HHCC increased the amount of HOME CHDO funds <br />and HOME Housing funds allocated to HIP Housing Development Corporation for their <br />project at 330 Redwood Avenue.
