Summary of citizen participation process/Efforts made to broaden citizen participation Summarize citizen participation process and how it impacted goal-setting The City implemented its Council adopted “Citizens Participation Process” to develop the Consolidated Plan. The process involved holding several public meetings, hearings and workshops for citizen comment before the City Council approved the Consolidated Plan. The Housing & Human Concerns Committee was appointed by the City Council and one of their primary roles is to carry out the processes mandated for the use and distribution of federal funds outlined in the City’s Citizen Participation Plan. The schedule of meetings and process for the development, input, review, and recommendations that constitute the Consolidated Plan were as follows: • October 2017 – Stakeholder Meetings: Senior Affairs Commission and Human Services Providers • November 2017 - General Community Forum and HHCC Meeting to review input/comments • December 2017 - HHCC reviewed Draft Strategic Plan. City published NOFA/RFP for FY2018-19 Action Plan • January 2018 - HHCC held a Public Hearing for the review of the Draft Consolidated Plan’s Priorities and Heard Presentations from Applicant Agencies • March 7, 2018 - HHCC Review of Funding Proposals and Final Draft of the Consolidated Plan; Finalize Recommendations to the City Council for the Annual Action Plan • March 24, 2018 - A 30-day Invitation to Comment was published in the San Mateo Daily Journal, posted on the City’s website and emailed to interested individuals, organizations and stakeholders • April 23, 2018 - City Council held a Public Hearing to Adopt Five-Year Consolidated Plan and Annual Action Plan • May 11, 2018 – A 30-day Invitation to Comment was published in the San Mateo Daily Journal, posted on the City’s website and emailed to interested individuals, organization and stakeholders for Substantial Amendment to the 2018-2019 Annual Action Plan • June 12, 2018 – HHCC held a Public Hearing for the Substantial Amendment to the 2018-2019 Annual Action Plan • June 25, 2018 – City Council Adopt 2018-2019 Annual Action Plan Substantial Amendment Needs Assessment Survey - The City created a web survey to obtain citizen and stakeholder input and comments for the development of the Consolidated Plan. The survey was available in English and Spanish. A total of 84 needs assessment surveys were submitted to the City during the period of October 2017 through December 2017. The notice of availability of the survey was published in local newspapers, on the City's 6.3.F. - Page 29
