Additionally, the California State Department of Health Services <br />indicates that children under the age of six and fetuses are at the greatest risk of harmful health effects <br />of lead poisoning. Lead based paint containing up to 50 percent lead was in common use through the <br />1940's. Although the use and manufacture of interior lead-based paint declined during the 1950's, <br />exterior lead-based paint and some interior lead-based paint continued to be available until the mid- <br />1970. In 1978, the Consumer Product Safety Commission banned the manufacture of paint containing <br />6.3.F. - Page 81
