<br />Page 16 of 45 <br />ATTY/CHARTER AMENDMENTS/2018/2018 DRAFT CHARTER AMENDMENTS <br />REV: 06-25-18 VR <br />perform the duties and exercise the powers of the , City Treasurer, City Assessor and City <br />Collector in accordance with Sections 33, 34, 35 and 36 hereof, respectively, or any one or more <br />of said offices as may be consolidated under the office of Director of Finance by ordinance of the <br />Council. Wherever in this Charter reference is made to any of the foregoing enumerated <br />officersthe City Treasurer and, as appropriate, the City Auditor, such reference shall be deemed <br />to mean the Director of Finance, to the extent the corresponding offices thereof have been <br />consolidated. <br /> <br />It shall be the tTreasurer It shall be the Director of Finance’s's duty, as City Treasurer, to receive <br />and safely keep all moneys and securities belonging to the cCity and coming into said <br />tDirectorTreasurer's hands, and to pay out the same only on warrants signed by the proper <br />officers, except the principal and interest due on bonds of the cCity, including improvement bonds <br />thereof. <br /> <br />As City Treasurer, Tthe tDirector of Finance Treasurer shall deposit, with such depositories as <br />are provided by law all funds coming into said tTreasurer's Director’s possession, and shall obtain <br />from such depositories collateral as security therefor as provided by law. All interest on money <br />so deposited shall accrue to the benefit of the cCity. <br /> <br />The cCouncil, in the case of general municipal funds, and the Board of Port Commissioners, in <br />the case of Port funds, may authorize the tTreasurer Director of Finance to invest such public <br />moneys as are not required for immediate expenditure in such securities or other certificates of <br />indebtedness as are provided by law for the investment of public funds, generally. Such authority <br />may include the power to sell or exchange such securities and reinvest the proceeds thereof. If so <br />authorized, the tTreasurer Director shall thereafter assume full responsibility for such <br />transactions until such authority is revoked and shall make a monthly report of such transactions <br />to the cCouncil concerning the investments of general municipal funds and to the Board of Port <br />Commissioners concerning the investment of Port funds. <br /> <br />The Director of Finance shall also perform such other duties, and exercise such other powers, as <br />may be prescribed by the Council or the City Manager. (Section 31 deleted April 9, 1968, approved <br />by Legislature April 29, 1968, Stats. 1968, Chapter 76; new section April 10, 1984, certified by <br />Secretary of State June 21, 1984) (As amended November 4, 1986, filed Secretary of State January <br />5, 1987) <br /> <br />Section 32. CITY CLERK: <br /> <br />There shall be a City Clerk who shall be appointed by the City Manager. The cCity cClerk shall be <br />clerk of the cCouncil and the bBoard of eEqualization and shall attend all meetings and shall <br />keep in separate books full and true records of all proceedings of each of said bodies. The cClerk <br />shall keep a copy of all ordinances with a certificate of the cClerk annexed to said copy, stating it <br />is a true and full record thereof. <br /> <br />Said record copy, with such certificate shall be prima facie evidence of the contents of such <br />8.A. - Page 24
