The cCity cClerk shall be the custodian of the cCity seal, and shall affix the same to all official certificates made by said cClerk, and to all papers when directed by the cCouncil to attest to execute the same. The cClerk shall have power to administer oaths and affirmations, to take affidavits, and to certify the same. The cClerk shall have other powers and perform such other duties as may be provided by this cCharter or by statute or by ordinance or order of the cCity mManager. (As amended April 11, 1978, certified by Secretary of State June 12, 1978) Section 33. CITY AUDITOR: When deemed necessary by the cCouncil, it may appoint a cCity aAuditor. Prior to such appointment, the duties of the cCity aAuditor may be performed by such other officers as may be designated by the cCouncil. The aAuditor shall have general control of all accounting for the cCity; he they shall receive and preserve in his their office all account books, vouchers, documents and papers relating to accounts and contracts of the cCity, its revenues, disbursements and other financial affairs. They He shall keep an account of all moneys received and paid out by or through any other office, commission, or department. He They shall prepare and submit to the cCouncil and cCity mManager, as early as possible each month, and not later than the tenth day thereof, duplicate summary statements of all revenue and expense for the preceding month, detailed as to appropriations and funds, in such manner as to show the exact financial condition of the cCity and each office, department, and division thereof, as of the last day of the preceding month. The cCity cClerk shall furnish the cCity aAuditor with copies of all ordinances, resolutions, and orders of the cCouncil making appropriations or authorizing expenditures of money for any purpose. He They shall perform such other duties as may be prescribed by the general laws or by ordinance of the cCouncil. Section 34. CITY TREASURER: There shall be a cCity tTreasurer, who shall be appointed by the cCity cCouncil City Manager. It shall be the tTreasurer's duty to receive and safely keep all moneys and securities belonging to the cCity and coming into said tTreasurer's hands, and to pay out the same only on warrants signed by the proper officers, except the principal and interest due on bonds of the cCity, including improvement bonds thereof. The tTreasurer shall deposit, with such depositories as are provided by law all funds coming into said tTreasurer's possession, and shall obtain from such depositories collateral as security therefor as provided by law.
