<br />Page 18 of 45 <br />ATTY/CHARTER AMENDMENTS/2018/2018 DRAFT CHARTER AMENDMENTS <br />REV: 06-25-18 VR <br />cCity. <br /> <br />The cCouncil, in the case of general municipal funds, and the Board of Port Commissioners, in <br />the case of Port funds, may authorize the tTreasurer to invest such public moneys as are not <br />required for immediate expenditure in such securities or other certificates of indebtedness as are <br />provided by law for the investment of public funds, generally. Such authority may include the <br />power to sell or exchange such securities and reinvest the proceeds thereof. If so authorized, the <br />tTreasurer shall thereafter assume full responsibility for such transactions until such authority <br />is revoked and shall make a monthly report of such transactions to the cCouncil concerning the <br />investments of general municipal funds and to the Board of Port Commissioners concerning the <br />investment of Port funds. (As amended April 11, 1978, certified by Secretary of State June 12, <br />1978) <br /> <br />Section 35 CITY ASSESSOR: <br /> <br />There shall be a cCity aAssessor. Subject to the provisions of Section 53.5, as soon after the lien <br />date of each year as practicable, he they shall assess all taxable property within the cCity as of the <br />lien date; he they shall prepare all special assessments for public improvements, and give notice <br />of such assessments to property owners. They He shall verify the assessment list by his their oath <br />and deposit the same with the cCity cClerk on or before the first Monday in August of the year in <br />which such list is made. <br /> <br />They He shall possess such other powers and perform such other duties as may be prescribed by <br />the cCouncil by ordinance, or by the cCity mManager. <br /> <br />The cCouncil may have a scientific appraisal and assessment of property made every five years or <br />at other periods. <br /> <br />The cCity cCouncil may also jointly agree with the County Board of Supervisors for a joint <br />scientific appraisement for the use of the cCounty and of the cCity, in which case the cCity shall <br />not pay more than one-half of the total expense of such joint appraisal. (As amended April 9, <br />1968, approved by Legislature, April 29, 1968. Stats. 1968, Chapter 76.) <br /> <br />Section 36. CITY COLLECTOR: <br /> <br />There shall be a cCity cCollector, who shall collect and turn over to the tTreasurer, as herein <br />provided, all taxes collected by the cCity through its cCouncil, cCity aAssessor, or otherwise, and <br />collect all license fees.
