study a number of areas including traffic, parking, and the historical assessment of the <br />VMSC. <br /> <br />On June 27, 2016, the City Council approved an Exclusive Negotiating Agreement <br />(ENA) between the City and the YMCA of Silicon Valley. The ENA allows the City and <br />the YMCA of Silicon Valley to exclusively negotiate the details of the Project. <br /> <br />CEQA review is necessary to study the Project, and on October 17, 2016, the City <br />Council approved the Professional Services Agreement with David J. Powers & <br />Associates, Inc. for the preparation of an Environmental Impact Report (EIR) in <br />accordance with the CEQA Guidelines for the Project. <br /> <br />The City prepared a Notice of Preparation (NOP) informing the public that an EIR would <br />be prepared for the Project and requesting comment on the scope of environmental <br />analysis. The 30-day request for comment period began on November 11, 2016 and <br />remained open until December 16, 2016. The EIR scoping meeting took place at the <br />December 6, 2016 Planning Commission meeting, which provided an opportunity for the <br />public to provide oral comments. . <br /> <br />On November 14, 2017, the City Council approved the Professional Design Agreement <br />with ELS Architecture and Urban Design to develop the master plan for the project by <br />conducting public engagement workshops, presenting conceptual designs, and <br />completing a schematic design. <br /> <br />The first half of 2018, the City has held a total of six public workshops and numerous <br />stakeholder meetings that led to City Council approving the Schematic Design of the <br />Project on May 21, 2018. <br /> <br />ANALYSIS <br />The City Council’s approval of the Schematic Design on May 21, 2018 also included the <br />direction to develop a Design Professional Agreement with ELS Architecture and Urban <br />Design. <br /> <br />The Design Development and Construction Document phase includes the following: <br />New Veterans Memorial Building/Senior Center: Gross Building Area of 45,000 <br />square feet on two levels. Major components include: several multipurpose rooms; <br />caterer’s and demonstration kitchen; welcoming lobby for social gatherings and post and <br />pre-event assembly; a 299-seat flexible theater; exhibit honoring veterans and <br />celebrating NFL Alumni; mini-gymnasium; wellness and adaptive physical education <br />6.1.D. - Page 2
