Box 348600 Sacramento, California. 95834-8600 City (916) 925-9000 Fax (916) 567-6222 City Finance F~re Dept JUN 1 4 2002 June 10, 2002 CITY OF REDWOOD CITY P~rk, & CITY CLERK ~'olic~ D~ Honorable Mayor and City Council Members: On behalf of the 168 homeowners of Gossamer Cove in Redwood Shores, the Gossamer Cove Homeowners' Association Board of Directors wishes to express our opposition to the Bayfront Specific Plan and the accompanying Environmental Impact Report. As among the homeowners nearest to the construction, our Association is ocncemed that the issues we raised, along with those raised by agencies asked to comment on the EIR, were completely disregarded by the Planning Commission and planning department. As stated in our original opposition letter, as well as in public comment before the Commission on May 21, 2002, we believe the Plan does not adequately address a long-term parking solution for the planned church. If permitted to move forward as planned, the development would necessitate the monitoring and enforcement of parking regulations within our development and would place an'unfair financial burden upon the homeowners (the Gossamer Cove development is primarily on private streets). In addition, we believe that the development as prescribed by the Bayfront Specific Plan will cause significant harm to the local wildlife, such es the existing heron and egret rookery. It is obvious that construction and ultimate occupancy of the worship center, as well as the SBSA expansion, will significantly impede the existing wildlife remediation efforts already in place for upgrading the tevees. Furthermore, we were dismayed and disappointed that the Planning Department and Commission chose to not include our original letter of opposition (as well as several others) and feel that the EIR as approved by the Commission did not adequately address the concerns and tSSues raised by our opposition. This is not appropriate representation. When I raised this issue at the hearing the Commission willfully chose to ignore the volume of complaints, choosing instead to state that the few letters included in the report adequately represented the issues raise. Lastly, we are very disappointed by the unprofessional and unethical manner in which the Commission conducted the hearing. For example, Commission member Roseanne Foust, who is an active member of the Fully Alive Congregation, did not exclude herself from this process. While perhaps not illegal her motives in approving the project are certainly suspect to bias and is unethical. It is our sincere hope that when this project is submitted before Council that each of you will take into consideration the concerns of the many homeowners who oppose the Plan and vote not to approve it.
