As among the homeowners <br />nearest to the construction, our Association is ocncemed that the issues we raised, along with <br />those raised by agencies asked to comment on the EIR, were completely disregarded by the <br />Planning Commission and planning department. <br /> <br />As stated in our original opposition letter, as well as in public comment before the Commission on <br />May 21, 2002, we believe the Plan does not adequately address a long-term parking solution for <br />the planned church. If permitted to move forward as planned, the development would necessitate <br />the monitoring and enforcement of parking regulations within our development and would place <br />an'unfair financial burden upon the homeowners (the Gossamer Cove development is primarily <br />on private streets). In addition, we believe that the development as prescribed by the Bayfront <br />Specific Plan will cause significant harm to the local wildlife, such es the existing heron and egret <br />rookery. It is obvious that construction and ultimate occupancy of the worship center, as well as <br />the SBSA expansion, will significantly impede the existing wildlife remediation efforts already in <br />place for upgrading the tevees. <br /> <br />Furthermore, we were dismayed and disappointed that the Planning Department and <br />Commission chose to not include our original letter of opposition (as well as several others) and <br />feel that the EIR as approved by the Commission did not adequately address the concerns and <br />tSSues raised by our opposition. This is not appropriate representation. When I raised this issue <br />at the hearing the Commission willfully chose to ignore the volume of complaints, choosing <br />instead to state that the few letters included in the report adequately represented the issues raise. <br /> <br /> Lastly, we are very disappointed by the unprofessional and unethical manner in which the <br /> Commission conducted the hearing. For example, Commission member Roseanne Foust, who is <br /> an active member of the Fully Alive Congregation, did not exclude herself from this process. <br /> While perhaps not illegal her motives in approving the project are certainly suspect to bias and is <br /> unethical. <br /> <br /> It is our sincere hope that when this project is submitted before Council that each of you will take <br /> into consideration the concerns of the many homeowners who oppose the Plan and vote not to <br /> approve it.
