To the Honorable Mayor and City <br /> <br />September 9, 2002 <br /> <br />Subject <br />Award of Contract - Arterial Traffic Signal Interconnect Project (RTSOP II). <br /> <br /> Recommendation <br />~Approve the Contract Documents and award contract for the Arterial Traffic Signal <br />Interconnect Project (RTSOPII), to the lowest responsible bidder, S. G. Barber <br />Construction, Inc. of Belmont, California, for their Iow bid of $278,440.00. <br /> <br /> Background <br /> This project is very similar in nature to the Regional Traffic Signalization/Operation <br /> Program (RTSOP1) - Downtown Traffic Signal Interconnect Project that was completed <br /> in 2000. The State has provided the majority of the funding for both projects (88.5%). <br /> The goal for the program is to increase the efficiency of traffic corridors through <br /> interconnection and coordination to reduce air pollution. The grants were applied for in <br /> 1993, with Phase 1 starting in 1998 and completed in 2000. .-. <br /> <br /> The scope for Phase 1 of the project covered the signals physically located downtown. <br /> It involved pulling 'interconnect' wires from each intersection that were not connected, <br /> thereby forming a 'network' of traffic signals. Phase I also replaced all the controllers, <br /> or the computer at each intersection, and wiring to City I-~11 for 33 intersections. Out of <br /> the $383,588 final cost for Phase 1, $327,000 was paid by grant monies. <br /> <br /> Phase 2 will interconnect the out-lying signals such as those in Redwood Shores', along <br /> Seaport Boulevard, Farm Hill Boulevard, Alameda de las Pulgas, and south of <br /> Woodside Road along Middlefield Road. Last year we advertised this second phase, <br /> but did not award the bid because they came in much higher than the availab!e budget. <br /> The project has since been redesigned and the scope reduced. The project was <br /> redesigned using three (3) !elephone line connections in place of the radio connections <br /> which caused to bid last year's bid to be so high. This reduced the project.cost to the <br /> original budget. <br /> <br /> The centralized computer system allows remote accessing to each controller possible <br /> from City Hall, making programming and data acquisition more convenient, since staff <br /> does not have to visit each controller for the task. Groups of controllers can 'also be <br /> programmed at the same time. However, this convenience does not change the fact <br /> that signal coordination is notan end-all solution to traffic congestion. For coordination <br /> to be beneficial, many variables have to be met, including the willingness to sacrifice the <br /> level of service from the non-coordinated directions, appropriate traffic volume, and <br /> <br /> -¸1- <br /> <br /> <br />
