minimal left turns. This computer system will not be able to bypass any of these
requirements.
A bid opening was held on July 24, 2002, and three bids were received. The bid results
are summarized below:

I No. Bidder I Bid Amount
1. S.G. Barber Construction, Inc. - Belmont, CA. $278,440.00
2. Tennyson Electric, Inc. - Livermore, CA $306,350.00
3. Mike Brown Electric_- Cotati, CA $396,250.00
Average $327,013.00
Engineer's Estimate .................. $202,840

The bids came in significantly higher than estimated, because the equipment and
software are proprietary. There are several other proprietary systems in the market
place, and the use of our current system, Econolite, was dictated by Phase 1. Staff
considered Econolite to be one of the finest traffic control systems available, and are
satisfied with the functionality and performance of both the hardware and software.
Software upgrade is the component that threw the Engineer's Estimate off. There was
no effective way of predicting how much Econolite will charge for the software. There
will be no need to upgrade again unless new functions are desired. The Federal
Government is making an attempt to standardize the industry so every software will
work with every hardware, but compliance is slow to develop.
The bid from S. G. Barber Construction is considered to be responsive. S. G. Barber
was aisc the Contractor for Ptlase 1 of the project, a~ld they completed the project
successfully. This project is a sophisticated electronic network and S. G. Barber
Construction understands it well.
Fiscal Impact
Funds in the amount of $292,000 have been appropriated by Caltrans for this project. It
will be reimbursed to the City after the improvements are installed. An additional
$38,000 is available in the FY 2001-2002 Capital Improvement Program budget under
the Gas Tax Construction Funds for Traffic Signals Cabinet Modification, to support the
balance of this contract (matching funds).
~-...._ S.
