LREPOR ! ~o the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />September 9, 2002 <br /> <br />Subject <br />Amendment to an existing revocable license agreement to allow the temporary installation <br />of a flower stand ("Hot House") at City Hall Plaza, a public space, in conjunction with <br />outdoor restaurant seating and tables. <br /> <br />Recommendation <br />Approve the subject license agreement amendment for the flower stand ("Hot House") with <br />Dasaro's, LLC and authorize the City Manager to execute same (see attached document). <br /> <br />Background <br />On February 11, 2002, Dasam's restaurant obtained a revocable license agreement from <br />the City to use a portion of City Hall Plaza for outdoor seating, tables and limited related <br />improvements. As anticipated by the City, the shared use of City Hall Plaza with Dasaro's <br />restaurant has brought needed pedestrian animation to this part of the Downtown, in <br />support of the "Making Good Places Policy" adopted by the City Council on September 10, <br />200.1: <br /> <br />"It is the policy of Redwood City that in the design of public and private projects, high <br />priority be given to creating comfortable, enjoyable, and aesthetically pleasing public <br />spaces". <br /> <br />If not for the Fdday evening music programs, which take place dudng the summer, City Hall <br />Plaza would be an otherWise empty area located behind City hall. Both the restaurant <br />sidewalk caf~ use and the Friday evening music program have contributed to the creation <br />of an active and vibrant urban gathering place. The owner/operator of the restaurant is now <br />interested in installing a small (90 square foot) portable flower stand, (see attachment <br />showing proposed layout) which requires an amendment to the originally approved <br />Revocable License Agreement. <br /> <br /> Analysis <br /> The proposed plaza is located in the Downtown, within the jurisdiction of the Broadway Mall <br /> Ordinance area which encourages specific outdoor uses in the public right-of-way. Staff <br /> is recommending approval of the proposed flower stand because the proposed use is <br /> considered a traditional pedestrian use in most successful city centers. The proposed <br /> flower stand is expected to increase the sense of activity in the plaza on a daily basis and <br /> will also serve as a needed screen to an unsightly six-foot four-inches high by five-foot ten- <br /> inches wide transformer, yet not interfere with circulation and access. In addition, the <br /> proposed architectural design for the flower stand has been reviewed by the Architectural <br /> <br /> <br />
