lO, Al <br /> <br />REPORT <br /> To the Honorable M iyor and City Council <br /> From the City Manager <br /> <br /> EXECUTIVE SUMMARY <br /> <br />September 9, 2002 <br /> <br />SubJect <br />Redwood Shores Bayfront Environmental Impact Report (EIR) and Specific Plan <br /> <br />Recommendation 1) Deny the appeal and uphold the decision of the Planning Commission to certify the <br /> Environmental Impact Report <br /> 2) Adopt the Specific Plan as recommended by the Planning Commission <br /> <br />EIR Appeal Issues <br /> 1) Lack of "Permanent" Parkin.q for Worship Center <br /> Up to 300 parking spaces will be provided at The Pointe office complex across the <br /> street via a recorded grant of easement. The easement will continue indefinitely unless <br /> rescinded by the owner of the Office complex, with notification to the Church and the <br /> City at least two years before the date of rescission. SBSA has offered to use some of its <br /> facilities as a "back-up" parking plan, if needed. The Zoning Ordinance does permit the <br /> location of all or part of the required parking spaces on non-adjacent parcels. The City has <br /> approved Chumhes with off-site parking arrangements elsewhere in the City. <br /> 2) Revocation of Use Permit <br /> The Specific Plan states that the City may revoke the Use Permit if sufficient parking <br /> ceases to be legally available. The City Zoning Ordinance (Section 42.8) empowers the <br /> City Council to revoke a Use Permit if any or all of the conditions are violated. <br /> 3) Specific Plan Modifications are Unreasonable <br /> The proposed changes are relatively minor. One tree screen is recommended for removal <br /> to retain open vistas'and eliminate tree cover for predatory birds. Another tree screen would <br /> be relocated closer to the water tanks to better screen the tanks, maintain open vistas, and <br /> eliminate tree cover. A new service read to the recycled water tanks will only be constructed <br /> when the existing service road is removed. To link the construction of the recycled water <br /> tanks to the new service read (as proposed in the Specific Plan) may delay construction of <br /> the tanks because of the necessary approvals needed from the regulatory agencies to <br /> construct the new road. <br /> 4) Exclusion of EIR Comment Letters <br /> A few comment letters were not included in the EIR for vadous reasons. However, all of <br /> those letters discuss the same issues already mentioned in the Final EIR, and do not <br /> raise any new environmental issues. <br /> <br />Specific Plan <br /> The Specific Plan is a document that describes the future build-out of the area and describes <br /> some of the proposed land uses, including a chumh expansion, recycle water tanks, landscape <br /> improvements and wetland restoration. It proposes an integration of the various land uses and <br /> assures complementary and usable services for the community. <br /> <br /> <br />
