From the City Manager <br /> <br /> September 9, 2002 <br /> <br /> Subject <br /> Redwood Shores Bayfront Environmental Impact Report (EIR) and Specific Plan <br /> <br /> Recommendation <br /> 1 ) Deny the appeal and uphold the decision of the Planning Commission to certify the <br /> Environmental Impact Report <br /> 2) Adopt the Specific Plan <br /> <br />Background <br />Specific Plan <br />On January 26, 2000, the Redwood City Zoning Administrator approved a Conditional Use <br />Permit for a Church (Fully Alive Community Church) at 1406 Radio Road. Redwood <br />Shores Owners Association (RSOA) subsequently appealed the Conditional Use Permit to <br />the City Council because it believed that a Specific Plan should have been prepared prior <br />to any City approvals for the property. RSOA eventually withdrew the appeal when an <br />agreement was reached among the Church, South Bayside System Authority (SBSA), and <br />RSOA to prepare a Specific Plan1, <br /> <br />The property owners and consultants prepared the Specific Plan under the guidance of an <br />oversight committee. The committee consisted of representatives of the property owners, <br />representatives of Redwood Shores Homeowners and Redwood Shores Owners <br />Associations (RSHA and RSOA), and City staff. <br /> <br />The Redwood Shores Bayfront Specific Plan is a document that describes the future build- <br />out of the area and describes some of the proposed land uses (copies of the Specific Plan <br />were sent to the Council several months ago under separate cover. A copy is also <br />available for review in the Council Study). It includes text and diagrams which describe the <br />proposed land use, circulation, overall design standards, roadway and infrastructure <br />improvements, and implementation measures. Some of the highlights of the Redwood <br />Shores Bayfront Specific Plan are: <br /> <br /> · A proposed 16,000 sq. ft. worship center on the church site <br /> · Wetland restoration and enhancement <br /> · Pedestrian access trail <br /> · Tree screen and Radio Road frontage improvements <br /> · Wetlands research facility <br /> <br />~ According to the agreement the Conditional Use Permit is considered "temporary" until the Specific Plan is <br />approved by the City. Then the Zoning Administrator will also have to approve a "permanent" use permit after <br />the Specific Plan is approved. At its public hearing on May 21,2002, the Planning Commission requested that <br />it first review the conditions of the Use Permit and then make a recommendation to the Zoning Administrator. <br /> <br /> <br />
