· Bio-solids drying beds and up to three 100-ft. diameter tanks to store recycled water <br /> necessary to implement the City's recycled water program. <br /> <br /> Environmental Impact Report <br />As required by the California Environmental Quality Act (CEQA), a planning consultant <br />prepared an EIR for the Specific Plan (copies of the EIR were sent to the City Council <br />several months ago under separate cover). The EI R provided the City with environmental <br />information to help determine if it should ultimately adopt the Specific Plan. The EIR <br />discussed and .reviewed the various environmental impacts associated with the <br />development of the area. <br /> <br /> The EIR concluded that all potentially significant impacts of the project can be mitigated to <br /> a less than significant level. Therefore, the Specific Plan would not result in any <br /> unavoidable significant impacts2. <br /> <br /> Plannin.q Commission Action <br /> On May 21, 2002, the Planning Commission "certified" the EIR, which consists of the EIR <br /> and minor text revisions, responses to comments, and a Mitigation Monitoring Plan (please <br /> refer to attached Planning Commission staff report and minutes dated May 21, 2002). <br /> Certification means that the Planning_Commission made the following findings under CEQA: <br /> <br /> · The EIR has been completed in compliance with CEQA <br /> · The EIR was reviewed and considered by the decision-making body <br /> · The EIR represents the City's independent judgment and analysis <br /> <br /> The Planning Commission also recommended approval of the Specific Plan to the City <br /> Council with some staff recommended changes. <br /> <br /> Certification of the EIR was subsequently appealed by the Redwood Shores Owners <br /> Association and a member of the Redwood Shores Community3 (copies of the appeal letters <br /> are attached). The appellants cite the following reasons for their appeal: <br /> <br /> · lack of"permanent" parking for the worship center <br /> · the City would find it difficult to revoke the FACC Use Permit, if the conditions for <br /> revocation should arise <br /> · the proposed modifications to the Specific Plan are unreasonable <br /> · the EIR did not include all the comment letters received by the City of Redwood City <br /> <br /> EIR Appeal Issues <br /> Parkinq <br />Although the EIR has concluded that there would not be any unavoidable significant <br />impacts related to parking, the appellants still express concern that there will not be <br />sufficient or "permanent" parking for the church use (see Chapter 3, page 4 of the EIR <br />· which provides a very good and thorough discussion of the parking issues). <br /> <br /> 2 EIR SectiOn 5.3: Significant Unavoidable Impacts. By appealing the certification, the appellants are stating their belief <br /> that the EIR is not in conformance with CEQA and may need more analysis.
