lO. AY <br /> <br /> The EIR evaluated a very conservative parking requirement for the church use (284 <br /> spaces) versus the Zoning Code requirement (202 spaces). Fully Alive Community Church <br /> plans to fulfill its parking need by entering into a parking agreement with "The Pointe" office <br /> complex across the street. According to the Church and The Pointe owners, an agreement <br /> can be made for up to 300 parking stalls, if needed4. <br /> <br /> A recorded grant of easement for the parking use will be required per the Specific Plan and <br /> will run with the title to the office complex. The easement shall continue indefinitely unless <br /> rescinded by the owner of The Pointe property by notification to the owner of the Church <br /> property and the City, at least two years before the date of rescission. <br /> <br /> Some community representatives believe that there will be spillover parking on nearby <br /> residential streets. The EIR points out that spillover parking on Radio Road and residential <br /> streets "is not anticipated due to the limited number of spaces available and existing <br /> parking restrictions on those streets. Nearby residential streets do not accommodate street <br /> parking, except for occasional cutouts with a limited number of spaces." <br /> <br /> Revocation of Use Permit <br /> The Redwood Shores Bayfront Specific Plan states that the Use Permit shall cease if there <br /> is not sufficient parking. This policy is consistent with the Zoning Ordinance, Section 42.8, <br /> which states that the City Council may revoke the Use Permit if any of the conditions are <br /> violated. The Use Permit conditions will be enforced by the City as they are typically <br /> enforced, which is on a complaint basis with subsequent follow-up investigations. Any <br /> changes to the conditions or parking agreement will require public hearings and an <br /> amendment to the Specific Plan. <br /> <br /> Modifications to the Specific Plan <br /> At the request of City staff and SBSA, the Planning Commission recommended several <br /> modifications to the Specific Plan, some of which are changes to the "linkages" described <br /> in Chapter 4 and shown on Table 2 (pg. 4-17) of the Specific Plan. The linkages require <br /> implementation of certain plan elements as a condition of approval of other specified <br /> elements. (Please refer to the Specific Plan, attached staff memo dated 5/20/02, and <br /> Comment Letter C from Jim Bewley in the EIR). These proposed modifications and the <br /> reasons for them are as follows: <br /> <br /> 1) Eliminate the requirement for clean-up/rehabilitation of the Fully Alive <br /> Community Church (FACC) Open Space area prior to the expansion of the <br /> Church: Clean-up activities in the FACC open space area could cause <br /> significant impacts to aquatic resources and sensitive species (as heavy <br /> equipment would have to be used in the salt marsh habitat area). Therefore, it <br /> is recommended that this element be deleted from the Plan or, at a minimum, <br /> de-linked from the church Use Permit. <br /> <br /> 2) Relocate "North Tree Screen" closerto recycled watertanks. The Specific Pian <br /> proposes a tree screen along the raised embankment between the biosolids <br /> <br /> 4 The Zoning Ordinance allows the Zoning Administrator to permit the location of all or part of the required. <br /> parking spaces on non-adjacent parcels located within 400 feet of the premises to which the parking <br /> requirement pertains. The Zoning Administrator has permitted offsite parking for chumhes elsewhere in <br /> the City (see memo dated Mamh 19, 2002, in Appendix B of the Environmental Impact Report). <br /> <br /> 3 <br /> <br /> <br />
