Staff Response: This letter was sent directly to Council, and its existence was not known at the time of preparation of the EIR. A copy is attached. · An e-mail expressing opposition from a homeowner at 1085 Rockport. Staff response: This e-mail was not included in the EIR, and has been attached to complete the record. All of the above letters discuss the same issues discussed in other letters in the EIR (traffic, parking, noise, etc.), and do not raise any new environmental issues. The City should not rescind the EIR certification simply because some letters/e-mails were not included. All of the issues raised were discussed in the EIR. RECOMMENDAT_ION Staff recommends that the Council: 1. Uphold the EIR certification action by the Planning Commission. 2. Adopt the Redwood Shores Bayfront Specific Plan, with the modifications recommended by staff. ALTERNATIVE Uphold the appeal of the Environmental impact RePOrt, and recommend that staff conduct more analysis and discussion of the issues. This revised EIR would then have to be re- certified by the Planning Commission.
