Scott Owens, Lead Pastor Fully Alive Community Church, said that they do not <br /> poll their attendance as to where they live. He said that in any given Sunday <br /> anywhere between one half to two thirds of the congregation live in Redwood <br /> Shores. <br /> <br /> Pat Dixon, said that the trucks run on thelevees that people are not allowed to <br /> walk on. She said that she is amazed that people can't walk on the levee but the <br /> trucks can drive on the trail road, She said that she disagrees with the amount of <br /> carbon monoxide that the report says. She also disagrees with Scott Owens. <br /> She does not believe that many of his parishioners live in Redwood Shores, <br /> <br /> Chairman Garcia asked Valerie Young to elaborate a bit more on the carbon <br /> monoxide issue. How did the consultant come up with the conclusion? <br /> <br /> Ms, Youngs referred to page 103 of the draft EIR table 3-18, the table in which <br /> the emissions from the traffic are estimated. She said that they have a summer <br /> emission rate and a winter emission rate. <br /> <br /> Commissioner Paulson asked a question regarding the Fish and Game letter <br /> (comment letter E) which states that section 334 of the draft EIR should include <br /> specific mitigation measures. She said that she agreed with Fish and Game; <br /> however she is concerned when it's time for those specific measures to be taken, <br /> and it goes to the proper agencies, that the Commission will never see the <br /> project again and if we don't like it there is nothing we can do about it. <br /> <br />Ms. Young said that Fish and Game is requesting that more specific mitigation <br />measures be incorporated in regards to impacts to both aquatic resources and to <br />wetlands. She said because they don't know the specifics details of the project <br />at this time it is not possible to measure what the specific wetlands and aquatic <br />resources impacts might be, She said that what the EIR recommends as <br />mitigation is that at the time you enter into consultations with the resource <br />agencies the City will know what type of mitigation they require and the type of <br />mitigation being proposed, <br /> <br />Ms. Young said that many of those facilities are required by the Specific Plan to <br />obtain a Use Permit and at the time that they get their Use Permit they would <br />need to have the Environmental Review completed. <br /> <br />Mr. Passanisi said that according to the Zoning Ordinance the Use Permit is <br />reviewed, approved or denied by the Zoning Administrator. Mr, Passanisi said <br />that in this particular circumstance staff can bring the Use Permit back to the <br />Planning Commission and then the Commission will make a recommendation to <br />the Zoning Administrator. <br /> <br />Ryan Mikolasik, said that he wanted to point out some concerns about parking <br />from the Gossamer Cove Homeowners Association. He said that the overflow <br />parking is one of their concerns. <br /> <br />Chairman Garcia asked if the Association has stickers for their cars to enforce <br />the parking on the area. <br /> <br /> <br />
