The area has a <br /> substantial wind flow 24 hrs a day. <br /> <br /> "Ms. Young said that the issued of the statement in the EIR in regard to the <br /> existing truck traffic that the Audubon Society was concerned with is on the east <br /> side of the plant. She said that the EIR referred to was information received from <br /> Mr. Bewley regarding truck traffic near the rookery on the east side of the plant. <br /> Mr. Bewley indicated that the rookery has been in place there for at least ten <br /> years and does not seem to be affected by the substantial amount of traffic from <br /> SBSA that comes in and around that area" <br /> <br /> Don Warren, SBSA Representative. He said that the road is a replacement for <br /> the existing one that is used almost exclusively for the moving of matedal out of <br /> the drying ponds which occurs between August and the end of the year. Mr. <br /> Warren said that the traffic on the new access road would be the same traffic as <br /> now exists. <br /> <br /> Commissioner Foust asked the EIR consultant and the Traffic consultant to <br /> address some of the questions that she and some other people had regarding <br /> traffic. <br /> <br /> Commissioner Foust said that they are two access road in Redwood Shores. <br /> She said that FACC and SBSA are located on Radio Road. She asked if they <br /> were any direct roads from Radio Road to the nearby residential areas. <br /> <br /> Christopher Ray, Fehr & Peers Traffic Consultant. said that he could not find any <br /> direct vehicular connection that would connect from Radio Road to the nearby <br /> residential Development. <br /> <br /> Mr. Ray said that the impact on traffic that churches ge~erate are much different <br /> than offices. He said that churches are very limited and that sevices are usually <br /> held on weekends and some weeknights. He said that from a traffic perspective <br /> the church is certainly a valid use. He also said that the congestion that they <br /> observe in the area is very minimal. The consultant found very Iow volumes on <br /> Redwood Shores Parkway when they did their traffic count, both on weekends <br /> and on weekdays. <br /> <br /> Commissioner Foust asked Mr. Ray if they did their traffic study when the <br /> schools were in session. <br /> <br /> Mr. Ray said that they only take traffic counts when schools are in session, they <br /> typically don't take traffic counts dudng the summer. He said that the traffic <br /> counts were done during April. He said that the traffic counts were done during <br />· ,,, the hours'of 7 to 9 a.m. and 4-6 p.m and on Sunday. <br /> <br /> Commissioner Seybert, asked the consultant if the people that used the FACC <br /> were from the Redwood Shores area or from outside Redwood Shores. <br /> <br /> Mr. Ray said that from the traffic perspective and to be on the conservative side <br /> he assumed that everyone came from outside the area. <br /> <br /> <br />
