<br />VII. <br /> <br />Page 42 <br /> <br />San Francisco Public Utilities Commission. The current contract (Master Sales <br />Agreement between San Francisco and suburban purchasers, which expires in <br />2010) provides Redwood City with a "supply assurance" of 12,243 acre feet <br />(AF)/year of water. Since FY 1999/2000, annual consumption has averaged <br />13,185 AF/yr, or nearly 1,000 AF/yr beyond the contract amount. The City <br />Council has affirmed their commitment to a comprehensive "active" water <br />conservation program, as well as construction of the Recycled Water Project, as <br />recommended by the Community Task Force on Recycled Water in Alternative <br />TF. The goal of reducing demand for Hetch Hetchy drinking water to be within <br />contract limits by 2010 can be achieved only by aggressively implementing these <br />two programs together. Construction of disinfection, storage and pumping <br />facilities at the South Bayside System Authority wastewater treatment plant <br />begins in April 2005, to be followed by installation of the first pipelines in the <br />winter of 2006. First deliveries of recycled water to commercial landscape <br />customers are set for October 2006. <br />b. Recycled Water Project - In January 2005, the City Council approved the 10- <br />year Water Financing Plan and authorized the first of up to five water revenue <br />bond issues to fund construction of the project. The goals of the project are to 1) <br />Implement the project in a way that is consistent with - and respectful of - the <br />recommendations of the Community Task Force on Recycled Water; 2) Begin <br />delivery of recycled water to customer sites in 2006; 3) Erase the City's drinking <br />water deficit by 2010 (in concert with "active" conservation). <br />c. Regional Water Supply - Fix the System - Redwood City's Council actively <br />pursued the goal of fixing the Retch Retchy regional water system, to ensure a <br />high-quality, reliable water supply for residents and businesses who depend on <br />this vital resource. However, as of April 2005, it remains uncertain whether San <br />Francisco will effectively rebuild the system on schedule and within a reasonable <br />cost. Redwood City staff - via the Bay Area Water Supply and Conservation <br />Agency (BA WSCA) Technical Advisory Committee - and the City's new Board <br />representative, Richard Claire, will continue to support BA WSCA' s efforts to <br />ensure that San Francisco accurately identifies the problems with the regional <br />water system and determines how to solve those problems. <br />d. Turf Replacements - The first artificial turf sports field has been designed and <br />installed, and turf from Woodside Road medians will be replaced with attractive <br />lower water consumption materials. Both of these measures will reduce water <br />consumption. <br /> <br />Doinl! Business Efficientlv/Effectivel'.: <br /> <br />a. Codes and Development Permitting Procedures - Ongoing coordination <br />between the Building and Inspection divisions and departments is improving. The <br />goal is to have City Hall be the single location for all peffilit activity and plan <br />review. New water service is now entirely handled in City Hall, not at the <br />Corporation Yard. The computer permit system was implemented.
