Neighborhood and asked that the ordinance be passed to lower the speed limit on
Stafford Street.

Richard Claire, speaking as a resident living on Alameda de las Pulgas between
Brewster and Whipple. He stated that that particular area is approximately 40 feet
wide, and with cars parked legally on either side is further reduced to a point where
two cars going opposite directions have a difficult time passing one another. He
further stated that to increase the speed limit to 30 miles per hour would be a
mistake on such a narrow street. Another aspect mentioned, was that as a resident
of the street, nobody was notified of this revision.

Hartnett/Howard to INTRODUCE AN ORDINANCE AMENDING SECTIONS 20.44, 20.45
AND 20.45.1 OF CHAPTER 20, ARTICLE IV OF THE MUNICIPAL CODE OF THE CITY
OF REDWOOD CITY TO UPDATE THE LEGAL SPEED LIMIT ON VARIOUS
DESIGNATED STREETS;
And
Direct staff to bring back more information on Alameda de las Pulgas and the inter-
relationship with the County speed limit and staff take a second look at each of the
speed limits that it is extending to recodify to be sure that there are no similar
issues with respect to any of the other sections.

The motion passed by a majority roll call vote by those present, with Mayor Claire
abstaining and Council Member Pierce and Vice Mayor Ira absent.
MINUTE ORDER 02-203

Mayor Claire returned to the dais.

9. PUBLIC HEARING-

A. Public Hearing on the Urban Water Management Plan Amendment; (802)

Superintendent Rosas introduced the report and Public Works Services Director
Ingrain stated that the top three priorities set by the Council were 1) to address the
long term water supply assurance; 2) advocate that the Council influence the
regional system by getting the system fixed; and 3) to pursue recycled water as a
new water supply. He stated this item is yet another part of the activities that will
bring the City closer to reaching those priority goals. Additionally, new State laws
have been enacted that involve closing the gap between land use planning and
water supply planning. Both SB 210 and SB 221 require local water agencies to
perform assessments of supply when new development requires additional or new
connections to water systems. This document presented is being amended to
make sure it is in conformance with the most recent information on demand
projections.

__ SPECIAL MEETING JULY 15, 2002
MINUTES PAGE 7
MINUTES Book No. 59
Page No.200
