6.2.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 23, 2018 <br />SUBJECT <br />Acceptance of Improvements related to the Parking Access and Revenue System <br />Project for the Downtown Parking Garages <br />RECOMMENDATION <br />By motion, accept the Parking Access and Revenue System Project <br />BACKGROUND <br />The City owns two downtown parking garages (the Jefferson and Marshall garages) <br />which serve visitors and downtown employees. The City entered into the Parking <br />Facilities Agreement for the theater development ("On Broadway" project), which <br />required validation for people going to the movie theatre. Implementing this condition <br />required installation of parking access and revenue control equipment (PARCS). The <br />system includes gate arms, pay machines, a computer back office and ancillary <br />equipment. <br />In April 2015, a Request for Proposals (RFP) for a new Parking Access and Revenue <br />Control System was sent to qualified vendors. Staff received two proposals by the May <br />13, 2015 deadline. Staff representatives from the Administrative Services Department, <br />City Manager's Office, Community Development Department (Engineering Division), <br />Public Works Services Department, and the Parking Advisory Committee participated in <br />the review and evaluation process. The Parking Advisory Committee was comprised of <br />downtown business community members and City staff. It was established through the <br />Facilities Agreement between the City and the On Broadway Development/Cinema; <br />Redwood City Community Improvement Association (RCIA) now fills the role of this <br />committee. Evaluation criteria were based on least cost/best value (including on system <br />features, scalability, and the ability to integrate with other parking systems), qualifying <br />experience and references, and ability to meet schedule goals. In addition to the written <br />proposals, staff interviewed the proposers and visited current installations. Based on the <br />evaluation criteria, staff recommended entering into an agreement with Scheidt & <br />Bachmann. <br />
