6.2.B. - Page 2 <br />At its September 21, 2015 meeting, the City Council awarded a contract to Scheidt & <br />Bachmann to replace the parking access and revenue control systems in the City's <br />downtown garages. <br />ANALYSIS <br />The project was awarded for a bid of $706,690.63. The project was successfully <br />completed in accordance with City specifications. Three contract change orders totaling <br />($11,712.02) were issued for additional work. The final contract amount is $653,591.75. <br />The reduction in cost is due to the City not using Scheidt & Bachmann's option for <br />communication installation for the CCTV camera system; the City's on-call electrician <br />was used instead. <br />Due to a long lead time for equipment, removal of the old parking system and the <br />installation of the new system did not begin until April 2016 and work continued on the <br />system until January 2017. From February 2017 until February 2018, Scheidt & <br />Bachmann and City staff worked to optimize the system and integrate operations at the <br />Crossing 900 facility. In first half of 2018, staff worked with Scheidt & Bachmann to <br />integrate the operations for the shared parking structure of Jefferson Garage and 899 <br />Winslow. Integration was completed in June 2018. <br />The parking access and revenue control system is maintained by Scheidt & Bachmann <br />under a three year warranty and maintenance agreement. The City retains the right to <br />extend the warranty and maintenance agreement up to ten additional years if it so <br />chooses, at a cost of approximately $29,000 per year. <br />ALTERNATIVES <br />The City Council may request additional information prior to accepting the project. <br />FISCAL IMPACT <br />Funding for the construction of this project was previously approved and appropriated in <br />the Parking Fund. <br />If the City elects the option for extended maintenance and services, the annual costs <br />($292,833.33 over 10 years) will be paid by the Parking District Fund — Ampco <br />Facilities. Revenue generated by the City's parking garages is deposited into this fund. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City previously determined that the proposed <br />agreement meets the CEQA exemption criteria as set forth in Section 15301, Existing <br />Facilities, because the Project consists of the operation, repair, maintenance, and minor <br />
