Barrier Gates <br />Barrier gates shall include the following: <br />a. Allow gate to be manually and remotely opened and to log these events within the <br />PARCS. <br />b. Provide easily replaceable parts to facilitate replacement of broken or damaged gate <br />arms. <br />c. Allow the gates to be raised, opened or removed to accommodate traffic flow during a <br />power outage. <br />6. Vehicle Detector/Loop Detector <br />All existing loops shall be replaced and new loops installed to the specifications of the <br />successful contractor. <br />Vehicle detectors shall be completely enclosed, solid state, fully modular plug-in design. <br />The detectors shall be easily removable for servicing and sized to fit in the ticket -issuing <br />machine, control -gate housing, or appropriate location. <br />The vehicle detection and monitoring system must be capable of disseminating a detailed <br />garage occupancy report to the CMS at least once every minute. <br />7. Pav-on-Foot and Credit Card onlu Stations <br />Pay -on -Foot machines shall accept payments by either cash or credit and or debit (check) card <br />or credit/debit card option only. <br />Pay station shall offer visible instructions in multiple languages (English [default] and Spanish). <br />8. Central Monitoring Station (CMS) and Facilitv Management Svstem (FMS) <br />The PARCS is intended to be deployed across two garage sites and, in time, could expand to <br />additional sites. Each site is intended to have localized control on a site -by -site basis via the <br />FMS with oversight and control also being available via the CMS. As a result, the overall <br />scalability of the PARCS and the system features across all facilities becomes important. The <br />CMS will be constructed at the Jefferson/Century Garage office and will, under the direction of <br />the City, serve as the centralized management support center to all facilities. <br />At a minimum, each facility is to have one designated FMS and that PARCS is to be hard -wired <br />and interconnected by the Contractor to all other PARCS equipment within the facility, <br />allowing for standalone operating capability independent of the CMS. <br />REV: 09-10-15 VR <br />Page 20 of 61 <br />ATTY/AGR.2015.217/Scheidt & Bachmann USA, Inc.
