6.2.13. - Page 22 <br />quality IP intercom system that is furnished with auto dialup technology and automated self - <br />testing and call rollover and forwarding. <br />The City requires that all ingress and egress lanes and Pay Stations or Central Cashier Stations <br />and any equipment that customers directly interact with be monitored by a non-proprietary, <br />high-resolution digital, IP -based color camera for customer assistance and internal revenue <br />security protocol. <br />At a minimum, the video management system/software should allow; <br />a. Monitoring of cameras <br />b. Live and recorded videos <br />c. Export to DVD or AVI file <br />d. Video or images to be e-mailed <br />e. frame -by -frame playback <br />f. Toggle single -pane and multi -pane views <br />g. Security integrity of captured video <br />h. Retention/storing of video for at least 30 days. <br />The PARCS should also be able to be monitored/viewed both locally (FMS) and remotely (CMS) <br />as part of the PARCS network. <br />4. Injzress and Egress Lanes <br />Ingress and egress lane configurations and specifications shall include the following; <br />a. loop configuration <br />b. Access Proximity readers) <br />c. Barrier gates <br />d. Ticket Dispensers <br />e. Ticket Accepters <br />f. Signaling equipment for lane control (open / closed) <br />g. Electronically controlled directional signage <br />h. Electronically controlled facility "Lot Full or Welcome" signage <br />i. Credit/debit card readers <br />Ingress/egress lanes shall accommodate the following; <br />a. Provide both "pay -in -lane" and "in/out features" utilizing credit and or debit (Check) <br />cards. <br />b. Accept and/or process validations, including a combination of both validations and or <br />credit and or debit cards. <br />c. Prevent a processed ticket from being reused to manipulate transactions. <br />d. Guide the customer through the process of obtaining a ticket from the dispenser. <br />e. All Proximity card readers must be programmable for "Pass -back" and "Anti -pass -back" <br />features. <br />f. Report summaries of in -lot activity that distinguishes between all of the different <br />access users currently in the facility (i.e., monthly card holders, transient users, etc.). <br />g. Provide an alarm for low ticket levels. <br />h.
